- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The U.S. Army Corps of Engineers (USACE), Pittsburgh District, intends to enter into a Firm Fixed-Price contract on a sole source basis under the authority of FAR 6.302-3(a)(2) - Industrial Mobilization; Engineering, Developmental, or Research Capability; or Expert Services with Bittner-Shen Consulting Engineers, Inc., 921 SW Washington St STE 765, Portland, OR 97205-2830. The Pittsburgh District previously contracted with Bittner-Shen regarding Government liability on deficiencies discovered in the Charleroi Lock (Monongahela River) River Wall deep foundation drilled shafts. The Pittsburgh District requires the continuation of the technical services as required to: evaluate the effectiveness of the drilled shaft anomaly cleaning; perform analysis of the repaired shafts; developed details for structural repairs as required to maintain the integrity of the shafts. In addition, the firm is being retained as the expert/neutral entity and shall act as the Government's expert witness in potential litigation, to include assisting the Corps of Engineers or Department of Justice attorneys in preparation and/or defense of the Government's position in litigation. The period of performance will be 12 months from the date of award. This is not a solicitation for competitive proposals; however, if any interested party believes that they can meet the above requirement, they may submit a capability statement to the point of contact listed in this Special Notice. All information furnished must be in writing and must contain sufficient detail to allow USACE to be able to determine if the interested party can perform the requirement described herein.
