- Pre-Solicitation Notice VA69D-16-B-0220 Project: 111 Repair Expansion Tank and HVAC Piping Project Number:695-13-122 Location: Clement J. Zablocki VA Medical Center in Milwaukee, WI General Description: Replace expansion tanks and filters, and all associated work. This includes all phases of general construction, site security, piping alterations, asbestos abatement, mechanical, electrical and systems work, structural steel setting, commissioning, and necessary demolition of existing construction, necessary removal of dead piping and other devices, and storage and reinstallation of equipment (required by the construction documents). Work includes replacement of the existing open atmospheric expansion tank to a close system, modified piping as necessary, and surveying of the existing LTHW and MTHW systems that have been damaged due to the contamination. Drain and clean the systems lines, and add chemical treatment in Building 111, and monitoring alarms in the graphics building. This work is dependent on phasing during weather windows that occur during the spring and fall. This will require an advance level of project management that can anticipate/solve problems and give the VA advance planning to prepare for the targeted weather window. This includes all work described in the specifications. General Safety, Infection Control (IC), and Outages: The contractor should plan intricate and welding work to avoid disruptive construction. The contractor is to deploy IC measures when moving personnel and equipment though the hospital. Work will be shut down if construction activities pollute AHU air intakes or disrupt hospital procedures. Review Safety requirements section 01 35 26 for latest APP and AHAs. Particular emphasis (detail outage plan) is to be given to present to the VA for teeing into existing utilities lines that connect the new piping to the existing utilities. The interconnection must be well planned and executed in a 4 to 8 hour time period. The contractor shall provide a commissioning (Cx) agent, review the design, do an at risk assessment of the work to be performed, and submit a report and approved commissioning plan prior to construction. Commissioning services shall be provided in accordance with the Department of Veterans Affairs Whole Building Commissioning Process Manual available at http://www.cfm.va.gov/til/Cx-RCx/CxManual.PDF. The project magnitude price range is between $500,000 and $1,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238220 with a size standard $15 Million applies. The solicitation (including any/all specifications and drawings) will be posted to FedBizOpps (https://www.fbo.gov/) on or about December 9, 2015. A pre-bid conference/site walk-through shall be conducted for this project and the time and date will be announced in the solicitation. All prospective bidders are strongly encouraged to attend. Pursuant to Public Law 109-461, this solicitation will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. In order to be considered for award, the contractor shall be CVE-Verified as an SDVOSB vendor in https://www.vip.vetbiz.gov by the date and time specified for receipt of bids. No other sources will be considered. All interested parties shall have a current registration and current annual On-line Representation and Certifications Application (ORCA) in the System Award Management (SAM) database https://www.sam.gov prior to award.
