- Gold Strike Tap 69kV Human External Cargo Longline Service The Western Area Power Administration, Desert Southwest Region intends to acquire on a Sole Source basis helicopter longline flight services with Human External Cargo. The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES. Responsible sources already approved and on the Department of Energy's Commercial Aviation Services Accepted Operators List may submit a capability statement in response to this requirement, which shall be considered by the Agency. Capability statements must be received within 7 days after date of publication of this notice and shall include documentation on ability to satisfy the Government's requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
