Description
Preliminary Installation Drawing HVAC Chiller System Recapitalization The United States Coast Guard is seeking sources for the recapitalization of three (3) 55 ton R-22 Chiller A/C Units aboard the USCGC POLAR STAR (WAGB-10) with increased capacity HFC-134a units. Depending on lead time and availability, the Coast Guard intends for installation in September 2016 or April 2017. The current units are obsolete and have experienced frequent failures. In addition the capacity of the three 55-Ton air conditioning units does not satisfy the original cooling load design, or equatorial conditions that will be encountered more frequently and are more severe than the original design requirements. The new system will require an increase in capacity while maintaining current electrical & footprint restrictions with a primary focus on increasing reliability and supportability. Early draft specification is attached to this notice. Some references in Specification are subject to Export Control limitations or have otherwise restricted distribution, and have been deemed "limited access" and "export controlled" packages. In order to access these documents, vendors must be certified as a US or Canadian contractor by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service. Instructions and procedures for being certified by JCP can be found at http://www.dlis.dla.mil/jcp/. Only those vendors that have current certification by JCP will be able to be granted explicit access to these packages by the USCG. SHIP CHECK The USCG intends to make USCGC POLAR STAR available during solicitation phase for a ship check. REQUESTED INFORMATION: USCG requires input concerning the businesses ability to meet requirements. Specifically: i) What's available in the commercial marketplace? If using an existing design, please provide documentation showing application and effectiveness. If there are units available that diverges from the specification but that the market feels can meet the requirement, please note the unit, the advantages and the differences from specification. ii) What is the minimum lead time on a suitable HVAC Chiller System? Is expediting possible? iii) What is the minimum period needed to install the system onboard the POLAR STAR at homeport? iv) What is your Rough Order Of Magnitude Estimate of the range of value of this proposed procurement? v) Small business size status. vi) Customary market practices for contract financing. vii) Any other information pertinent to this RFI as it relates to the ability to provide a solution. SUBMISSION: In order for the USCG to consider industry feedback, please provide a response with requested information above, to Jennifer Sokolower by 11 January 2015 at 0800 PT. There is no solicitation associated with this announcement. Submission of a response to this Request for Information (RFI)/ attendance at a ship check is entirely voluntary. The voluntary submission of a response to this RFI shall not obligate the USCG to pay or entitle the submitter of information to claim any direct or indirect costs or charges or any other remuneration whatsoever. The USCG intends to share feedback received with USCG support contractors. Proprietary or business confidential markings that prohibit distribution to USCG support contractors should be included only where warranted.
