Description
This is a Design/Build Request for Proposal for Design and Construction of the Company Headquarters and Training Facility at Fort Campbell, KY. The proposed project is to construct a single story company Headquarters and Training Facility with maximum allowable square footage of 34,385 square feet to include a company operations facility with classrooms and offices, a combat training area, an outdoor hardstand and covered overhead storage, and organizational vehicle parking. Work also includes information systems, fire protection and alarm systems, Intrusion Detection System (IDS) installation, and Energy Monitoring Control Systems (EMCS) connection. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Supporting facilities include, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, security fencing and access gates, landscaping and signage. Heating and air conditioning will be provided by self contained systems. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Special construction includes sustainable construction features complying with Leadership in Energy and Environmental Design (LEED) "Silver" Certifiable for the facility and site. Access for persons with disabilities will be provided. Comprehensive building and furnishings related interior design and audio visual design services are included. Contract duration is 600 days. This solicitation is a Request for Proposal (RFP). THIS IS A GENERAL SMALL BUSINESS PROCUREMENT. The estimated price range is $10,000,000 to $12,000,000. The proposals will be evaluated using a best value 2 Phase source selection process. The selection process will evaluate such factors as Prime Contractor Experience, Prime Contractor Past Performance, Technical Approach, and Management. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. All evaluation factors, other than price, when combined, are considered equal to price. A construction cost limitation will be provided with the technical requirements package. As previously noted, this is a 2 Phase Proposal. The estimated issue date of Phase 1 is 14 December 2015, with an approximate proposal due date of 11 February 2016. After completion of Phase 1 and selection of proposals to move into the next phase, the estimated issue date of Phase is 4 April 2015, with an approximate proposal due date of 19 May 2016. A pre-proposal site visit at Fort Campbell will be scheduled after the Phase 2 Solicitation. The Final Award approximate date is 29 July 2016.
