- ID04150090 - Market Research Questionnaire Draft Performance Work Statement THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY NO AWARD WILL BE MADE FROM THIS NOTICE. This NOTICE is published to gain knowledge of potential businesses capable of providing these services. Potential contractors with the skill and capabilities necessary to perform the requirement described in the attached Performance Work Statement (PWS) are invited to provide a Capability Statement. Also, in your review of the PWS, please provide any feedback or concern you may have with the requirements. The General Services Administration, Assisted Acquisition Service Division, Region 4, has received a request from the Force Modernization Branch (FMB), Training Support Division (TSD), Communications-Electronics Command (CECOM) Life Cycle Management Command (LCMC), Aberdeen Proving Grounds, MD, through the General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services Division (AASD), Southeast Sunbelt Region. The contractor shall assist in the development and execution of plans for the training, acquisition and support of Security Assistance Management Directorate (SAMD), US Government’s Foreign Military Sales (FMS), Security Assistance and Security Cooperation (USASC) efforts with the partnering nations. This may include Program Executive Office (PEO) Aviation, PEO Communications, PEO Information & Electronic Warfare Systems (IEWS), Computers & Control - Tactical (C3T), as well as program of record systems support by CECOM LCMC. Systems operated by United States Government (USG) organizations that provide critical information and intelligence to allied nations will also be supported. This requirement may include support to any component of the Department of Defense (DoD). The contractor will be required to develop and conduct information technology training to foreign customers located CONUS/OCONUS. A list of locations where OCONUS service may be required will be provided when the Request for Quote is issued. The contractor will also be required to perform logistics support such as shipping and receiving tasks, inventory control, hand receipts, site surveys, equipment transfer activities and unit status reporting as required by the government. The Government anticipates award of a Time and Material type contract with a period of performance of a base year and four (4) subsequent option years. The North American Industry Classification System (NAICS) Code is 611420, and the small business size standard is $7.0 Million Dollars. As part of your capabilities statement, please include any current or past contracts you have been awarded or the ability to obtain sufficient proof of capability for this type/magnitude of contract. In addition, you must include a statement of what socio-economic category your company qualifies as (i.e. a Small Business, SBA Certified HUB-Zone Firm, SBA Certified Small Disadvantaged Business, Service Disabled Veteran Owned Small Business, Woman Owned Small Business, Veteran Owned Small Business, etc.).
