- This is a SOURCES SOUGHT NOTICE for market research purposes. THIS IS NOT A REQUEST FOR PROPOSALS OR A REQUEST FOR QUOTATIONS. This notice is for planning purposes only and shall not be misunderstood as a Request for Proposal or a Request for Quotation or as an obligation on the part of The National Institute of Standards & Technology (NIST) for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this notice and NIST use of such information. The Standard Reference Materials (SRM) program at the National Institute of Standards and Technology (NIST) provides customers with certified reference materials to be used as reference standards for applications in a wide area of science and technology. Reference materials are used for measurements in numerous scientific and technical applications, ranging from chemical analysis to food safety to water quality, from metallurgy to building materials to flammability standards, from optical wavelengths calibration to x-ray safety to gamma ray detection. Today NIST provides over 1,300 materials used for these applications and many others by laboratories and businesses engaged in worldwide commerce. As part of its mission, The Office of Reference Materials (ORM), in the Material Measurement Laboratory (MML) Operating Unit at NIST is responsible for marketing, selling, order fulfillment and customer service for the NIST SRM program. Each year, ORM handles over 20,000 telephone calls, faxes and e-mail customer interactions and transacts over 8,000 orders, resulting in the sale of about 30,000 SRMs units. The Government anticipates the need for a Contractor to provide professional services in providing customer support in managing and responding to scientific and technical inquiries for topics such as the usage, handling, selection, chemical composition, and storage for the NIST SRM program. NIST is seeking responses from all responsible sources, including large, and small businesses. The small business size standard for the applicable NAICS code of 541690 is $15 million. Please include your company's size classification and socio-economic status in any response to this notice. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then it is anticipated that any competitive procurement that results from this notice will be conducted as a small business set-aside. Additionally, if a qualified 8(a) small disadvantaged business is identified during this market research, NIST may conduct a direct award in accordance with FAR 6.302-5, Circumstances Permitting Other Than Full and Open Competition, Authorized or Required by Statute. The following information is required to be provided as part of the response to this sources sought notice: 1. Relevant documentation which demonstrates your company's familiarity with the NIST SRM program, how SRMs are characterized and used, the manufacturing of SRMs and/or sources of information about SRMs. 2. Relevant documentation which demonstrates your company's capability in managing customer support functions including familiarity with customer relationship management systems, logging and tracking inquiries and requests to resolution, and/or mitigating customer complaints regarding damaged or incorrect ordering. Any other relevant information that is not listed above which the Government should consider in finalizing its market research. Responses are limited to a total of five (5) pages of letter size paper with single spacing. Responses must be received via email to susan.ruzicka@nist.gov not later than 11 December, at 11:00 AM Eastern Time.
