- Western HQ HV & EHV Circuit Breakers Technical Information THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research for an Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award for the Western Area Power Administration (Western). Western seeks information on vendors that are capable of providing High Voltage Dead Tank Power Circuit Breakers. This announcement is not a Request for Proposals (RFP) and no solicitation is available at this time. This notice does not commit the Government to award a contract now or in the future. Additionally, the Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. This market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. As a result of this Sources Sought announcement, Western may conduct a competitive procurement and subsequently award a contract. Western is encouraging responses from all responsible sources, including large and small businesses (SDB, WOSB, HUBZone, SDVOSB and VOSB, 8(a) SB). This requirement is assigned a NAICS code of 335313 (Switchgear and Switchboard Apparatus Manufacturing) with the Small Business Size Standard of 750 Employees. The Product Service Code (PSC) is 5925-Circuit Breakers. This requirement currently has a Class Waiver in accordance with the SBA Non-Manufacturing Rule Class Waiver List-as of 01/01/2015. Requirement Overview: Western Area Power Administration intends to issue a fixed-price, indefinite delivery, indefinite quantity type contract for the purchase of 15.5kV through 245-kV High Voltage (HV) and possibly also 362-kv Extra High Voltage (EHV) Dead Tank Power Circuit Breakers in accordance with Western's defined specifications. Western intends to require that a single manufacturer provide all the voltage levels/classes of power circuit breakers for a given contract. Reference the attached draft technical information for a brief overview of specifications. Please note that actual specifications will differ from the attached and will be provided in a formal solicitation. Interested business organizations that believe they are capable of meeting this requirement should submit electronic copies of their capability statement. Please limit responses to fifteen (15) pages or less. Responses should include the following information: - Your System for Award Management (SAM) core data, including your DUNS number, CAGE code, and NAICS codes. - If you are a current SBA certified 8(a) program participant, provide your 8(a) program entrance and exit/graduation dates. - A summary detailing exactly what experience your company (you) possess in providing (scheduling, ordering, and delivering) HV & EHV Dead Tank Power Circuit Breakers. - In order to provide all the breakers within this voltage range, would you need to partner with more than one manufacturer; distributor? - The name & contact information of the HV & EHV breaker manufacturer, or a manufacturer's distributer, with whom you would be able to partner for the duration and associated 5 year warranty coverage of a multi-year contract. - The power circuit breaker manufacturer's catalog sheets, descriptive literature, outline drawings, and a summary of the breakers' IEEE 693-2005 seismic qualifications. The attached technical information states that all breakers must be qualified to the ‘high' qualification level per IEEE Standard 693-2005. - The power circuit breaker manufacturer's typical lead time to deliver the product after your receipt of a delivery order, including Western's review and acceptance time for drawing submittals. - Your (or the power circuit breaker manufacturer's) ability to provide after delivery, pre-commissioning technical support services (a.k.a., ‘erecting engineer services'). - Does your organization possess the financial assets to undertake a contract of this magnitude? Any proprietary information should be marked accordingly. The written capability statement should be received by the Contract Specialist no later than 11:00 AM MST December 16, 2015. The capability statement shall identify the business status of the organization. Only electronic statements will be accepted. Faxes will not be accepted.
