- This is a pre-solicitation notice. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Hill Air Force Base (AFB), UT - 400 Aircraft Parking Ramp The Government anticipates awarding a Firm-Fixed Price contract for a design/build construction of nine (9) Hayman-type igloos of an aircraft parking ramp at Hill AFB, UT. Hayman-type Igloos The Contractor shall furnish everything necessary, including but not limited to all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform this project. Design and construct nine (9) new properly sized and configured site-adapted earth covered reinforced concrete Hayman Igloo Modular Storage Magazines (MSMs) or "igloos." Site-adapt shall reference the attached Department of Defense Explosives Safety Board (DDESB) approved drawing set "MSM Box-Type" standard 421-80-18. The objective of this contract is to design and construct the required facility as described in this document and to meet the operational requirements of the US Air Force. The Contractor shall provide all labor, equipment and material to perform the design and construct the complete, operational facility. In accordance with the DFAR 236.204, the magnitude disclosure of this construction project is between $10,000,000 and $25,000,000. This proposed contract action will be conducted using FSC Code: Y1lB and North American Industry Classification System Code ( NAICS ): 236210 Highway, Street and Bridge Construction and the small business size standard is $36.5 million. Any and all questions shall be directed to the contract specialist, Gregory Treible, in writing via email at Greg.L.Treible@usace.army.mil. The Request for Proposals is estimated to be issued in January 2016. A small business set-aside if determined to be appropriate and/or necessary will be identified upon RFP issuance. The RFP will be issued on the Government Point of Entry known as FedBizOpps (www.fbo.gov). The site visit/pre-proposal conference date, time and location will be identified in the solicitation. The Contractor is responsible for visiting the site during a prescheduled site visit for all interested offerors prior to submitting a proposal. BE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELLED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS.
