Description

The Naval Air Warfare Center, Aircraft Division (NAWCAD) Contracts Department, in Patuxent River, Maryland, in support of NAVAIR 4.4, Propulsion and Power, intends to negotiate a delivery order under Basic Ordering Agreement SPM4A1-12-G-0003 on a sole source basis with Parker Hannifin Corporation, 14300 Alton Parkway, Irvine, CA 92618, for QTY 220USN kits to modify T56 Air Turbine Starter Assemblies part #36E80-12QC to part #36E80-14QA in order enhance structural integrity and improve reliability of the T56 air turbine starter. The upgrade provides a gear train alignment and structural enhancement that result from a one-piece rotor shaft/pinion gear, planetary gear shafts, and a one-piece carrier. The Government intends to procure under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Parker Hannifin is the Original Equipment Manufacturer (OEM) and the only contractor with the requisite knowledge and experience of the current T56 air turbine starter required for this effort. The estimated period of performance for this acquisition is 12 months. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETETIVE PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this requirement. Responses must be received by 17:00PM Eastern Time on September 10, 2015. The applicable NAICS code for this requirement is 336412 - Aircraft Engine and Engine Parts Manufacturing. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
