Description
The U.S. Department of Energy (DOE), U.S. Energy Information Administration (EIA) is soliciting proposals to support the under Item 1: Full and Open Portion of Section C: Performance Work Statement (PWS), Sections C.5.2.1 Program Management, C.5.2.2.A Survey Operations for EIA?s Non-Supply Based Surveys, and C.5.2.7 Organizational Support of the EOP III Master Contract. This support requires personnel in a number of highly technical, scientific, and professional disciplines. The Government intends to award a single task order to the Offeror that presents the ?Best Value? to the Government. If a task order is awarded to your firm, it will incorporate all applicable terms and conditions as contained in your EOP III contract. The successful Offeror?s master contract will be extended to accommodate the award of this task order. Section C of the RFP is the Performance Work Statement (PWS). It is anticipated that a Cost-Plus-Fixed-Fee (CPFF) task order will be awarded. In accordance with FAR 16.306 this will be a completion-type task order. This form of contract requires the contractor to complete and deliver the specified end product within the estimated cost, as a condition for payment of the entire fixed fee. This task order will be conducted as a competition under EOP III, Item 1 (Full and Open Competition). The Period of Performance for this EOP III Task Order will be 18 months (for pricing purposes assume Task Order POP start date approximately January 11, 2016). The contractor staff performing activities contained in this PWS shall be located at the contractor?s site (not located at EIA?s facility at the DOE Headquarters Forrestal Building, Washington, D.C.). Please respond to this Request for Proposal (RFP) via FedConnect by Monday December 7, 2015 at 12:00 PM Eastern Standard Time. Proposals received after the closing date and time will not be evaluated.
