Description
AFLCMC/HNCK Cryptologic and Cyber Systems Division, Contracting Branch Joint Base San Antonio - Lackland TX, is seeking vendors who have the capability to perform Fixed Price upgrade of: 24 each 4101095-501 Communication Modules(CM) and 7 each 4101096-501 Hand Held Monitors (HHM). The Original Equipment Manufacturer (OEM) is known to be THALES Defense and Security Inc. Potential vendors will be required to inspect, disassemble, and perform functional test, as necessary, to determine the labor and material necessary to upgrade these items, in accordance with the OEM's specifications and drawings. Note: The Government does not own nor does it have in its possession: OEM technical data/drawings/technical orders to accomplish these upgrades. Upon completion of the Teardown Evaluations, the contractor shall submit to the Contracting Officer, a work proposal citing all labor and materials required to upgrade the items. The above listed items are listed on the Headquarters Air Force/A4S Approved Equipment List (AEL). The AEL identifies qualified, AF approved equipment which satisfies the requirements of AFI 31-101 and AFMAN 31-108 for use in providing Intrusion Detection Systems (IDS) capabilities to assist Air Force Security Forces in protecting air assets and resources at nuclear and non-nuclear sites for CONUS and OCONUS locations. Any upgrade not performed by the OEM will be required to meet Government specified requirements through qualification testing and approval/acceptance to be added to the AEL for use as components of an IDS. The scope of this effort includes all contractor activity to support Government qualification testing of the contractor's upgraded CM/HHM including but not limited to set up and installation of contractor-provided upgraded CM/HHM at the Government's testing facility Test Area C-3 (TAC-3), Eglin AFB, FL. Support of Government qualification testing will include installation, technical support, training of Government test personnel in the operation of the equipment; support of Government validation of equipment operations and maintenance manuals. This is not a request for competitive proposals. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for upgrade. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contract Specialist with commercial pricing within five (5) days of this publication at Nancy.Kerr@us.af.mil. Those interested firms must indicate whether they are a large, small, small disadvantaged, 8 (a) or woman owned business and whether they are located in the U.S. or foreign owned with Cage code and DUNS number. In addition to be included on the HAF/A4S Approved Equipment List (AEL), each potential vendor must satisfy the requirements of AFI 31-101 and AFMAN 31-108 for use in providing Intrusion Detection Systems (IDS) capabilities to assist Air Force Security Forces in protecting air assets and resources at nuclear and non-nuclear sites for CONUS and OCONUS locations. An AFLCMC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101 Ombudsman (Nov 2012), will be included in this acquisition's solicitation and contract.
