- Brief Description: The National Guard Bureau's Air National Guard Recruiting and Retention Division (NGB/A1Y) provides recruiting and retention related policies, programs, procedures, and guidance to the ANG units within 54 states and territories. NGB/A1Y's mission is to recruit and retain quality airmen and maintain congressionally authorized end-strength. Therefore, NGB/A1Y requires a full range of professional support services, advertising and marketing services. The contractor shall be required to help plan and execute the Air National Guard (ANG) Advertising, Marketing, and Program Support Services. This includes but not limited to the following: (1) R&R Management Support Services (Overall day-to-day management of R&R, Key Personnel). (2) Administrative Websites (Management Plan, Testing of New Technology, Maintain, Enhance and Promote adminGoANG, Compliance Information Review Process (IRP), Interactive Marketing, Website Development and Research). (3) Digital Advertising (Social Media Plan). (4) Local Recruiter Activity Support (Event Marketing-National/Local, National/Local Media Procurement, Print Production of Materials). (5) National/Regional Traditional Advertising (Advertisement, Advertising Space, Execution of Advertising Plan, Regional/Local Plan, National Plan, Assist Government Creative Team with mastering of Government Plan). (6) National/Regional Event Outreach (Airshow Events, ANG Mobile Experience, Recruiting Display Units, Collection of Lead Information, Annual Event Summary Report). (7) Lead Processing Center (Call Center, Online Chat Service, Social Media Monitoring, Lead Advisory Screening, Lead Fulfillment, ROI, Research, Survey and Reporting, Data Mining, Retrieval and Reporting). (8) Warehouse Distribution Center-Logistics (Inventory Management System, Inventory Reports, Promotional Items-Brochures/giveaways, Packaging and Delivery, Annual Inspections) (9) Storefront Program (Marketing Plan, Design and Install, Quality Control Plan). (10) Center of Influence and Recognition Support (Awards and Wingman). No solicitation is being issued at this time. It is anticipated the contract period of performance will be base year of (12) months and two (2) one (1) year option period. Size Standards: 15.0 Million Place of Performance: The 50 States, three (3) U.S. Territories, and Washington DC, to include military installation, OCONUS worldwide. The National Guard Bureau (NGB) Operational Contracting Division is conducting market research to determine the availability of qualified sources to provide ANG Advertising, Marketing, and Program Support Services. THIS IS NOT A FORMAL SOLICITATION. The Government is seeking to determine what qualified sources exist to fulfill this requirement. This information may be used to determine if there is a potential of a small business set-aside. The purpose of this "Sources Sought/Market Survey" is to gain knowledge of potential qualified sources and to develop additional knowledge of the existing market for the required services. The Government requests interested parties submit a response which shall include a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., Small Business, SDB, 8(a), HUBZone, SDVOSB, WOB, Large Business, etc), anticipated teaming arrangements (i.e. prime contractor/subcontractor, joint venture, mentor protégé relationship, etc.), and a description of same/similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by teaming partner. Capability Packages should clearly address the following: A technical understanding of the development and sustainment of a Recruiting and Retention Program designed to generate, filter and provide quality leads to ANG Recruiting and Retention at the state and unit level and the headquarters levels. Past Performance: Do you have specific past performance and experience with advertising and marketing services. In addition, the following questions must be answered and elaborated on as part of the package: •(1) Past Performance - Does your firm have the relevant past performance experience within the last three years of Recruiting and Retention Advertising, Marketing and Program Support Services? •(2) Corporate Experience - Does your firm have the work experience similar in nature, scope, complexity, value and difficulty of work in Applications Development and Support Services? •(3) Media Buying - Does your firm have relevant work experience in media buying? Describe your media buying program. •(4) Technical Capability - What is your current technical capability to support this requirement?
