- Department of Veterans Affairs (VA), Technology Acquisition Center (TAC) and Office of Information Technology (OI&T), Product Development Software Quality Integration Results and Evaluation (SQUIRE) Services The purpose of this Sources Sought Notice is to search for qualified vendors capable of meeting the requirements to provide benefits and services to Veterans of the United States by implementing SQUIRE. This is a request for information (RFI) only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposals. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. It is based upon the best information available and is subject to future modification. This request does not commit the Department of Veterans Affairs (VA) to contract for any supply or service whatsoever. VA is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that VA will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the responder's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. Responders are fully responsible for adequately marking proprietary, restricted, or competition sensitive information contained in their response. All submissions become Government property and will not be returned. The requirement is to provide benefits and services to Veterans of the United States. In meeting these goals, OI&T strives to provide high quality, effective, and efficient information technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans' health care in an effective, timely, and compassionate manner. VA depends on information management/information technology (IM/IT) systems to meet mission goals. VA operates numerous IT application software systems that enable the delivery of services to Veterans. VA requires the capability to evaluate the quality of the code and the corresponding documentation developed by contractors that support the underlying operation of the systems. In order to evaluate the quality of software code developed for VA systems, OI&T has a requirement to standardize the evaluation of software code. The process to standardize the evaluation is called "Software Quality Integration Results and Evaluation (SQUIRE)". Based on industry best practices and standards, SQUIRE will use proven techniques and tools to provide VA with a consistent and repeatable process for evaluating software code quality through non-functional testing of the operational code. In order to improve the evaluation of the quality of software code in VA systems, VA is planning to acquire the services of a contractor to implement SQUIRE. After contract award, OI&T PD will provide the hosting environment, software tools for use in the hosting environment, Concept of Operations (CONOPS), and Standard Operating Procedures required to conduct SQUIRE analysis. This acquisition is for professional services to use the SQUIRE processes and tools to evaluate the quality of the software code being delivered to VA. The Contractor will take input from multiple VA projects and in various formats. The input includes documentation and source code. The output will include an executive summary, final report, and briefing. The output will help development projects improve software code quality. In addition, aggregated findings from evaluations of individual projects shall be developed into trend analysis and management reports to help improve services to Veterans. Furthermore, at the end of this contract, OI&T PD requires transitional support to ensure SQUIRE capabilities will be transitioned to VA or successor contractor personnel as they are on-boarded to manage and further the SQUIRE initiative. Every product that is produced in this effort will be owned by VA. The attached is the DRAFT Performance Work Statement (PWS) Attachment 1, dated October 23, 2015, further defines the requirements. Also attached is Concept of Operations Attachment 2, dated October 2015, which provides an overview of how the SQUIRE process will work in VA. Additionally, the Contractors are required to answer the questions to the Attachment 3by 11/30/2015. This document should be included with the submission of your Capabilities Statement. If interested, please submit your answers to the RFI and a Capabilities Statement, limited to 15 pages (8.5" x 11", using not smaller than 12 point font) in length, for your company, your teammates and/or subcontractors as well as company experience in meeting PWS requirements. Contractors may submit questions through FBO concerning this RFI. All contractor questions must be submitted by November 30, 2015. Responding companies shall also provide the following information with their response: - Company Name - CAGE/DUNS Number under which the company is registered in VetBiz.gov - Company Address - Point of contact name - Telephone number - Email address - Company's business size for NAICS 541519 Responses are requested no later than 4:00PM EST, December 11, 2015 via e-mail to Alma.Aliaj@va.gov and Jan.Oberdick@va.gov. Please also indicate if you, your teammates, and/or subcontractors are a Service Disabled Veteran Owned Small Business or a Veteran Owned Small Business. Please note VA118-16-N-0890 in the subject line of your response. In addition, indicate any and all contracts your company may have related to this type requirement.
