Description
The Defense Health Agency intends to issue a sole source contract to the National Clinical Quality Association (NCQA) under the authority of FAR 6.302-1 (a) (2) (iii) for the continued delivery of Patient Centered Medical Home (PCMH) accreditation services. The period of performance for this sole source contract will be 12 months (November through October 2016) - encompassing a 6-month base period and a 6-month option to extend services under FAR 52.217-8. This action is necessary to bridge the performance period between MHS and NCQA contract until such time that a follow-on contract can be competitively awarded. Due to the recent and unexpected termination of contract award HT0011-15-C-0017, a bridge contract is needed to allow for the continuation of services, while the solicitation for a new contract that more adequately reflects the governments needs is developed, reviewed, approved, negotiated and awarded. It is anticipated that the bridge award will be a Firm Fixed Price contract. The Military Health System (MHS) began transitioning its more than 440 primary care clinics to the PCMH model of care in 2010. During this transition, the Services and DHA have contracted with NCQA to assist Medical Treatment Facilities (MTFs) in becoming recognized (or accredited) against standards established by a civilian entity in order to distinguish its PCMHs and to increase standardization and the degree of "patient-centeredness" in clinical and business processes. The DHA contract with NCQA ended on 30 September 2015, followed by the award of the aforementioned contract #HT0011-15-C-0017. The MHS currently has over 95 accreditation surveys in process - surveys that were started by NCQA. Therefore NCQA is the only contractor that can immediately step in to meet the MHS' PCMH accreditation needs, particularly given the potentially short period of performance. Any other vendor would require ramp up/transition time and would need to train MTF personnel on its particular survey practices and procedures - all of which would duplicate costs already sunk by the Services in preparing for the NCQA surveys. In addition, NCQA has the experienced and skilled personnel already in place to provide continued and uninterrupted services within the MHS. Failure to sustain support continuity will result in compromised ability by MHS to meet it current operating capabilities. This notice of intent is not a request for competitive proposals. All capability statements received within fifteen (10) calendar days after date of publication of this notice will be reviewed by the Government and considered. Statements must be received NLT November 23, 2015 3pm EST. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Should your firm desire to submit a capability statement, it should demonstrate the Offeror's experience and expertise to provide the services identified above within the time frame required and without substantial duplication of cost to the Government. The statement shall include business size; ability to self-perform work; ability to quickly implement processes necessary to carry out the accreditation process, layers of subcontracting; and any other information indicating a legitimate ability to meet these specific requirements.
