Description
This announcement constitutes a Sources Sought Synopsis (market research). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The 413th Contracting Support Brigade, Regional Contracting Office Hawaii, is performing market research for the following: Need back to back (total of two) training sessions for Microprocessor-Based Relay,Testing, Generation training classes designed for test technicians and other personnel involved in setting, testing, and diagnosing microprocessor-based relays that protect generators and generator buses including transformers. Training shall cover the following: 1. Generator Protective Elements a. Impedance b. Over Excitation c. Synchronization d. Reverse Power e. Loss of Excitation f. Negative Sequence g. Inst and Time Overcurrent h. Undervoltage and Overvoltage i. 100% Stator Ground j. Frequency k. Differential 2. Relay Test Equipment a. MPRT 8430 b. SMRT 36 3. SEL 300G A. Communications a. MM1 and Serial Port Comms -Using Accelerator QuickSet to Communicate -Downloading Settings -Saving Settings B. Relay Logic and Word Bits C. Relay Testing a. Relay Connections to Test Set b. Testing Enabled Elements D. Restoring Settings E. Interpreting Test Results 4. Multllln SR 489 A. Communications a. MM1 and Serial Port Comms -Using Enervista to Communicate -Downloading Settings -Saving Settings B. Relay Logic and Word Bits C. Relay Testing a. Relay Connections to Test Set b. Testing Enabled Elements D. Restoring Settings E. Interpreting Test Results 5. Beckwith M-3425 A. Communications a. MM1 and Serial Port Comms -Using IPScomm -Downloading Settings -Saving Settings B. Relay Testing a. Relay Connections to Test Set b. Testing Enabled Elements C. Restoring Settings D. Interpreting Test Results Upon completion of this training, the participant should be able to:. Determine relay baud rate and other communications parameters.. Use manufacturer's software to communicate with the relay.. Know what equipment is necessary to communicate with the relay.. Properly connect relay test equipment to the relay terminals by using connection diagrams and system schematics.. Know relay protective elements and how they work.. Know what metering and test functions to perform.. Read, Save, and evaluate relay settings.. Read, Save, and evaluate event records.. Perform the following relay element tests and interpret the results - Backup Impedance (21) - Over excitation (24) - Reverse Power (32) - Loss of Excitation (40) - Negative Sequence (46) - Voltage Controlled Overcurrent (51C) - Voltage Restrained Overcurrent (51V) - Under/Overvoltage (27/59) - Stator Ground (64) - Frequency (81) - Generator Differential Elements (87). Send original settings to relay after testing. The Government intends to award a firm-fixed-price commercial service type contract. The purpose of the sources sought notice is to determine interest and capability of potential contractors. The solicitation will be posted to the Federal Business Opportunities (FEDBIZOPPS) website at www.fbo.gov when released.
