- CDAC Sources Sought Notice CDAC Draft SOW for Sources Sought This sources sought notice is to determine the availability of 8(a) small businesses that have the capability to provide Clinical Data Abstraction service in support of Quality Reporting Programs and other special projects, icluding those supported by affiliated agencies (i.e. End Stage Renal Disease, Medicare Patient Safety Monitoring System, etc.), as deemed by the Centers for Clinical Stabdards and Quality (CCSQ). This Clinical Data Abstraction Center (CDAC) Statement of Work (SOW) is in support of Title XI of the Social Security Act, Part B, as amended by the Quality Improvement Organizations Improvement Act of 1982. This legislation established the Medicare utilization and Quality Control Quality Improvement Organization (QIO) Program. In order to ensure that the requirements of the QIO program are efficiently and effectively being met, it has become necessary to implement a support system for abstraction of data from Medicare medical records. In order to provide support to the QIOs for data abstraction and other associated services, a sole CDAC Contractor will be awarded a contract as of June 1, 2016. This contract will run for a period of five years. The CDAC contract is administered under a direct contracting relationship with CMS and a subcontract with each QIO. This new CDAC will continue to abstract medical records. However, the emphasis of the data abstractions will be the validation and adjudication of medical records for hospital public reporting, the hospital Inpatient Quality Reporting Program, formerly known as Reporting Hospital Quality of Data for the Annual Payment Update (RHQDAPU), under the Medicare Modernization Act (MMA) and demonstration projects.
