- Sources Sought Philippines COMSEC Performance Work Statement (PWS) Philippines COMSEC The Air Force Security Assistance and Cooperation (AFSAC) Directorate located at Wright-Patterson Air Force Base OH an ticipates a competitive acquisition to provide Communication Security (COMSEC) and Custodians/Managers with the work to be performed by the contractor in the country of Philippines. Information is being collected from all potential sources at this time. INSTRUCTIONS FOR RESPONDING TO THE SOURCES SOUGHT (SS) 1. The following information should be provided: a) Company Name b) Address c) Telephone Number (Of POC) d) Fax Number e) Email Address (Of POC) f) Company Size: Number of employees and annual revenue g) Firms responding should indicate whether they are other than a small business, small business, small disadvantaged business (SDB), woman-owned small business (WOSB), Economically-Disadvantaged Women-Owned small business (EDWOSB), 8(a)-certified business, service-disabled veteran-owned small business (SDVOSB), veteran-owned small business (VOSB), or Historically Underutilized Business small business (HUBZone). The North American Industry Classification System (NAICS) code for this action is 541513 Computer Facilities Management Services, with a size standard of $27.5M. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that small business prime contractors must perform at least 51% of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14. Capabilities Package. All interested firms should submit a package that outlines their capability to provide the required service. The capabilities package should be within the page limit of 15 pages and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent and relevant experience in all areas should be provided. Recent and relevant experience is defined as performance of the same or similar projects within the previous three (3) years. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or other than small businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. Interested firms may submit resumes of key personnel. Resume pages will NOT be considered part of the overall page count but firms are encouraged to keep submitted resumes to one page each. 1. Responses to questions should not exceed 15 single-spaced pages, 12-point font typed with at least 1" margins. Each page of your package should be printable on 8 ½" x 11" paper. 2. Additional attachments may be provided but must be relevant information and not exceed two single-spaced pages, 12 point typed with at least 1" margins. Each page of the attachment should be printable on 8 ½" x 11" paper. 3. Submit capabilities packages via e-mail to Jacqueline Combs at Jacqueline.Combs@us.af.mil. All correspondence sent via email shall contain a subject line that reads "Communication Security (COMSEC) and Custodians/Manager for Philippines." If this subject line is not included, the email may not get through email filters at Wright-Patterson AFB. Filters are designed to delete emails without a subject or with a suspicious subject or attachments. Attachments with files ending in.zip or.exe are not allowable and will be deleted. Ensure only.pdf,.doc, or.xls documents are attached to your email. RESPONSES ARE DUE NO LATER THAN 14 DECEMBER 2015.
