- Project Management and Technical Support Services for the U.S. Army Engineering & Support Center, Huntsville Medical Division Capabilities Requirements The Government is seeking to identify qualified small and large business sources under 2012 North American Industry Classification System (NAICS) 561210 (Facilities Support Services). The small business size standard is $38.5 million. This notice is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. 1. CONTRACT INFORMATION: The US Army Engineering and Support Center in Huntsville, Alabama (CEHNC), Project Support Services Program intends to solicit and award a single award task order contract (SATOC) for Program/Project Management and Technical Support Services for the US Army Regional Health Command -Pacific (RHC-P), with a one (1) each 12-month base period and two (2) each 12-month option periods for a total of three (3) years. The contract capacity over that period is expected to be $9.9 million. Task orders will primarily be awarded for work performance of RHC-P requirements in Hawaii. However, RHC-P may also require support overseas locations within the Pacific Region, which could include Alaska, Japan and Korea. Task order awards will be firm fixed-price services with reimbursable travel. The Government intends to procure this requirement as unrestricted, full and open competition. Interested firms who meet the capability requirements identified in this notice are requested to reply to this notice with a response to the questions presented below. If no experience or capabilities are associated with a particular question, so indicate. 2. PROJECT INFORMATION: The U.S. Army Medical Command (MEDCOM) is responsible for operations and maintenance of Army Medical facilities as well as oversight and management of MEDCOM facility compliance activities supporting renewal, repair, and restoration projects worldwide. The contractor shall provide Program/Project Management and Technical Support for MEDCOM's RHC-P in the accomplishment of this Contract. The contractor must provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform the Program/Project Management and Technical Support for the U.S. Army RHC-P, except items identified as government-furnished property and services for MEDCOM's RHC-P. The award for services under the Performance Work Statement (PWS) will be limited to the services identified in any subsequent order and its modifications, as issued by the Contracting Officer (KO). The Contractor shall provide Program Management technical support in monitoring, evaluating, and providing comprehensive technical analysis of quality assurance and in documenting compliance with various safety and health laws, regulations, and policies such as the Occupational Safety and Health Act (OSHA) and The Joint Commission (TJC) requirements, and with laws, regulations, and polices related to Infection Control, Asbestos, Lead Base Paint, as well as Hazardous Material and Hazardous Waste (to include medical waste). This shall include Technical Support to Program Management to ensure compliance with various Federal, State, and Local legal and regulatory requirements as they apply to the various MEDCOM program areas, issues, and initiatives at facilities under the operational control of the RHC-P. In addition to the general requirements noted above and specific requirements which may be incorporated by the award of task orders, the contractor shall provide the following: a. Quality assurance support for the construction contractor's quality control processes using the Corps of Engineer's quality assurance procedures as identified in ER 1180-1-6 (Contracts Construction Quality Management). b. Project Management support services related to planning; construction project management; staff training and consultation; transition planning; project tracking; submittal review and contractor Request for Information coordination. c. Project Integration support services to facilitate and develop a facility capital investment program that uses all types of facility funding sources and investment. Support in tracking the status of all RHC-P Sustainment, Restoration and Modernization (SRM) projects and support in maintaining the MEDCOM project database information. d. Planning, transitioning, and facilitating the furniture and equipment outfitting for various projects with in the area of operations for the RHC-P. The contractor will help facilitate the standardization of furniture and finishes with in the RHC-P. The contractor may also be required to provide on-site representation at various RHC-P facilities to support management planning and execution of the medical furniture and equipment outfitting and transition requirements. e. Administrative support for the Utilities & Maintenance Section to include records management, material management, contractor badge and vehicle decal management. f. Defense Medical Logistics Standard Support (DMLSS) in regards to the operations of the service orders and work request required to maintain the high quality facility operational standards required by RHC-P and MEDCOM. g. Administrative support to track budget funding documents and invoices for all of RHC-P's SRM. Manage all office files and suspenses. 3.
