- Description
- This request for information (RFI) is being issued for the purpose of market research to determine capabilities, feasibility and competencies of sources to provide and install automated integrated weather processing systems at various locations designated by the Naval Meteorology and Oceanography Command (COMNAVMETOCCOM). These systems should have the ability to analyze, to interrogate, and to display ensemble/deterministic models, satellite imagery and satellite-based derived data, observations, radar data, as well as, automate repetitive forecaster tasks. GENERAL 1. Provide a general description of the system(s) and/or component(s). The system should be able to meet the following requirements: • Able to ingest weather model, satellite imagery, and other National Weather Service (NWS) observational, forecast, and warning information via National Oceanic Atmospheric Administration (NOAA) Port, also referred to as Satellite Broadcast Network (SBN). • Able to ingest observation, sensor, and model meteorological and hydrological data from DoD and partner agencies. • Provide a scalable and flexible system that can be extended to support new models, observations, sensors, and distribution formats. • Provide automated capability to generate forecasts, observations for the water and atmosphere, weather warnings, and global weather advisories. • Provide a graphic annotation capability that allows the user to manipulate real-time weather data with different drawing tools as well as create animated graphics. • Able to view gridded forecast parameters and products in a two dimensional display. • Provide an interactive gridded forecast capability that can produce performance surfaces from a combination of model data, observations, and forecaster input. • Provide a forecasting capability to monitor weather conditions, prepare and edit Terminal Aerodrome Forecasts (TAFs), and receive continuous feedback on TAFs. • Provide situational awareness tools that can inform the generation of watches and warnings. These tools should detect, analyze and monitor convection and allow for the creation and manipulation of dynamic cross-sections. • Able to draw and edit geo-referenced meteorological and non-meteorological objects, and create products from those objects for dissemination. • Able to create textual and graphical warnings for resource protection. • Provide customized templates to enable rapid text warning creation and dissemination. • Able to organize and monitor environmental observations for aviation and resource protection missions. • Able to archive meteorological events for training purposes and mishap reporting. • Able to export/disseminate products in non-proprietary, geo-tagged and geo-referenced format. • Able to notify customers via text, email or other standard message traffic means. • Comply with all pertinent Navy security criteria necessary to operate on the Navy's unclassified enterprise network, (NMCI). • Provide integrated visual and real time graphical collaboration with NOAA's National Weather Service (NWS) Automated Integrated Weather Processing System (AWIPS II) for joint interoperability. • Able to run the AWIPS II open source software that is available on the Unidata website (http://www.unidata.ucar.edu/software/awips2/) 2. Describe the company's ability to integrate offered system with other systems. 3. Describe the system(s) modes of operation (i.e. operational capabilities, maintenance, standby, limited, other). 4. Is the system(s) currently in production and if so, what is the current production rate? What is the production lead time for each system(s)? If not in production what is the anticipated production start date? 5. Does the system(s) contain any critical technology element? COST Provide a rough order of magnitude (ROM) substantiating data to include fees, system maintenance and others charges that convert all costs to the total price. Substantiation should be based on equivalent cost history with any adjustments for complexity, work content, etc. SECURITY A minimum of Secret Clearance is required. All responses to this notice must be postmarked no later than 30 November 2015. All responses submitted must specify on the cover page of the response or in the transmittal letter submitted with the response, the business size/status of the organization (i.e., large business, small business, certified 8(a) concern, veteran-owned, hubzone, women-owned, etc.). Small businesses that possess the required capability are encouraged to submit responses to this notice. This RFI does not constitute a request for proposals (RFP), a request for quotes (RFQ) or an indication that the Government will contract for any capability and/or services contained in this notice. Responses to this RFI will NOT be returned. The Government is only seeking information, current capabilities, and industrial views of future capabilities for informational purposes. No solicitation document exists. No reimbursement will be made for any costs to provide information in response to this special notice or any follow-up information requests. Availability of any formal solicitation will be announced under a separate Federal Business Opportunities announcement.
