- The Contracting Department, NAVSUP Fleet Logistics Center-Norfolk, located in Norfolk, VA, intends to award a firm fixed price contract with options under FAR Part 12 œAcquisition of Commercial Items and Far Part 13 œSimplified Acquisition Procedures for the Navy Cyber Defense Ops Command (NCDOC). The planned solicitation is for Uninterrupted Power Supply (UPS) Preventative Maintenance and Service on four (4) existing Eaton Powerware systems and four (4) related battery cabinets. Similar services were being provided under N00189-14-P-1677 by Power 4 U, Inc. The preventative maintenance and inspections will occur twice a year and will include the following inspections: visual; internal operating parameters; external operating parameters; environmental parameters; battery cabinet checks; and monitoring system parameters. The planned RFQ number is N00189-16-T-E011. The North American Industry Classification System (NAICS) code for this acquisition is 811310, Commercial and Industry Machinery Equipment Repair and Maintenance, with a size standard of $7.5 million. The delivery location is Navy Cyber Defense Operation Command, Suffolk, VA. Services will be inspected prior to acceptance by the Government at the Government ™s location. This is a notice that the solicitation and any resultant contract is a total set aside for small business concerns. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor this is not a small business concern will bot be considered for award. Quoters shall include a completed copy of 52.212-3, Offeror Representations and Certifications and its ALT I with quotes OR indicate current Representations and Certifications are available through the System for Award Management (SAM). The resulting contract will be for a twelve (12) month base period and four (4) twelve month option periods. All options will be evaluated in accordance with FAR 17.206 (a). A complete RFQ package will be available by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or FEDBIZOPPS at http://www.fedbizzops.gov on or about Friday, November 13, 2015. Contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting a quote, the quoter is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Misrepresentation of eligibility constitutes grounds for refusing to accept the offer. By submission of a quote, contractors acknowledges the requirement that a prospective awardee must be registered is the System for Award Management (SAM) prior to award, during the performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside of the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual conformation requirements via the Internet at https://www.sam.gov.
