Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Illumina Inc., San Diego, CA 92122, pursuant to 41 U.S.C.3304(a)(1) as set forth in FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for a one year renewal maintenance agreement for the following: iScan Plus System - Catalog SV-102-1003, 1 year Comprehensive Contract for S/N N0202, Maintenance Agreement dates 12/8/15 - 12/7/16. The Molecular Genomics Core utilizes the Illumina iScan Plus System for performing experiments to assess gene expression and methylation changes. The Illumina iScan-Plus System provides NIEHS with the advanced technology to perform high-throughput analyses that care critical to completing these studies in a timely manner. The iScan System uses high performance lasers, optics and detection systems to offer sub-micron resolution and unmatched rates. The result is dramatically reduced scan times without sacrificing data quality and reproducibility. With a high signal-to-noise ratio, high sensitivity, low limit of detection, and broad dynamic range. The iScan-Plus System allows NIEHS to process arrays and bundle the information for transfer to the proprietary, Illumina software that provides streamlined processing of the data. This service contract serves to maintain current working status, on-site visits for repair when necessary and software upgrades as needed. NIEHS has conducted market research and were unable to find any other vendors who were able to provide the required services. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Illumina Inc. NAICS Code/Size is 811219/$20.5 Million. Award is subject to approval of Justification for Other than Full and Open Competition. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
