Description
This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantaged or service disabled veteran owned small business/veteran owned small business) relative to NAICS 624229, Other Community Housing Services (size standard $15 Million). Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of responses to this sources sought synopsis, a solicitation announcement may be published on the FedBizOpps website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offerors will have to respond to the solicitation announcement separately, in addition to responding to this sources sought announcement. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 17, is seeking potential contractors to provide Transitional Housing and Supportive Services to homeless Veteran beneficiaries in the Dallas, TX catchment area. Transitional Housing and Supportive Services will be funded and managed by the North Texas Veterans Health Care System (NTVHCS) - Dallas VA Medical Center, 4500 South Lancaster Road, Dallas, TX 75216. The contractor shall provide the facility, staff, administrative support, equipment and labor necessary to provide transitional housing and supportive services. The contractor shall be responsible for providing sufficient residential capacity to place a minimum of 32 and up a maximum of 36 Veterans in safe community-based residences. The contractor shall provide supportive services to Veterans that will provide assistance during their contract residential stay. Supportive services shall include structured group activities; i.e. group therapy, social skills training, Alcoholics Anonymous, Narcotics Anonymous, vocational assistance and counseling and recreational activities. It is possible that the resultant solicitation will be awarded to multiple vendors to maximize the number of homeless veterans receiving this vital care. The intended contract period will be for a one-year base period and four optional one year periods. The contract effective period is anticipated to begin on or about March 1, 2016 If you are interested and capable of providing the required services please provide the following information in your response: company name, address, point of contact (Name, Phone Number and e-Mail address), size of the business (large, small, non-profit) and socio-economic status (Service Disabled Veteran, Veteran, Women or Disadvantaged owned business). The proposed inpatient treatment centers must be within the Dallas, TX metropolitan area. Payments will be made on a per patient per day rate. All vendors/contractors must be registered in the System for Award Management - www.sam.gov - to be eligible for any government contract. Responses to this notice shall be e-mailed to the attention of Sandy Archuleta, Department of Veterans Affairs, Network Contracting Office (NCO) 17, 2002 Scott Boulevard, Temple, TX 76504-7451. E-mail address is Sandra.Archuleta@va.gov. Telephone, mail or fax responses will not be accepted. Responses must be received no later than November 30, 2015 at 4:30 PM CST. This notice is to assist the VA in determining sources only. The solicitation is not currently available. If a solicitation is issued it will be announced at a later date and all interested vendors must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
