- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. This notice is being published by the National Institute of Environmental Health Sciences (NIEHS) in accordance with Federal Acquisition Regulation (FAR) Part 5.201 and 5.204 requiring notice of a proposed contract action. This is a notice of intent to extend the services provided under NIEHS Contract Number N01ES75564 with Research Triangle Institute. This is NOT a request for competitive proposals. The statutory authority for this sole source action is 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Inherent duplication of cost to the Government and delays in service make competition not feasible for the extension. Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. The National Institute of Environmental Health Sciences (NIEHS) intends to issue a sole-source modification to extend the performance period of Contract Number N01ES75564 in accordance with FAR 6.302-1 and HHSAR 306.302-1. This extension will provide the National Toxicology Program (NTP) with service and support for report end-of-contract activities on the Reproductive Assessment by Continuous Breeding (RACB) contract. RTI is the only contractor that has access to the data and is capable of providing the expertise to interpret, clarify and, if necessary, correct the final reports that have been submitted under the contract. This extension shall be for up to six (6) months beyond the current expiration date of December 15, 2015. A recompete of this contract is NOT expected. This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responses received within fifteen (15) days of this posting. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice. ONLY EMAIL RESPONSES WILL BE ACCEPTED.
