- Atch 2 Atch 1 Subject: W81K04-16-R-0001 *** This Sources Sought notice is for informational and planning purposes only. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. *** The intent of this notice is to determine the availability of qualified commercial sources capable of providing annual accreditation of selected US Army Medical Command (MEDCOM) medical treatment facilities (MTF) to ensure all 32 facilities (Exhibit A) remain in a continuous accredited status. Description of Services: This is a non-personal services contract to provide annual accreditation of selected US Army Medical Command (MEDCOM) medical treatment facilities (MTF) to ensure 32 facilities remain in a continuous accredited status. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers (CSPs) shall be accountable solely to the contractor who, in turn, is responsible to the Government. The contractor shall provide qualified personnel, services, materials, equipment, supplies and facilities necessary to perform standards assessment compliance for 32 Army MTFs. The contractor shall develop and maintain state-of-the art National Patient Safety goals that are appropriate to each type of MEDCOM operated/owned health care organization accredited. The contractor shall disseminate these standards and goals, through an Extranet site as posted under Standards, National Patient Safety Goals and Accreditation manuals, "Frequently Asked Questions". All MEDCOM MTFs, Regions and the MEDCOM HQ Contracting Officer Representative (COR) shall have access to this web site. Other postings to the Extranet include, but not limited to, upcoming events, monthly newsletters and other accreditation related documents for all healthcare organizations accredited. The standards and goals shall specify the requirements necessary to help ensure that high quality patient care is provided in a safe and secure environment. The contractor shall develop its standards and goals in consultation with health care experts, providers, practitioners, and researchers, as well as measurement experts, purchasers and consumers. The contractor shall publish any new standard requirements at least six months in advance of their effective date; unless it is determined that delaying the implementation of the standard could have an adverse effect on patient health or safety. The contractor shall provide MEDCOM MTFs with one complimentary copy (electronically) of the Accreditation Manual for each of the MEDCOM's services seeking the contractor's accreditation. The contractor shall also provide instructional staff, lesson plans, schedules, educational training events and resource books for all attendees at the contractor's bi-annual update training event. The contractor shall provide expert services to assist four MTFs in achieving reliable standards through and development, assessment, evaluation of action plans for organizational improvement. The contractor shall use a systematic approach and strategies using reliable data and proven models to assess the four MTFs in leadership, safety culture and performance improvement. The assessment and evaluation will include but not limited to, review of Army Medicine governance, performance improvement and reporting structure. The contractor shall focus on facility specific activities such as facilitated administration of the High Reliability Self-Assessment Tool, review of performance improvement and patient safety infrastructure and culture through interviews, data, surveys and committee minutes. The contractor will identify leading practices and critical focus areas at each MTF. The contractor will also serve as a resource and educator of MTF leadership to conduct operational assessments and develop the action plans. The contractor shall staff on-site accreditation surveys with the appropriate number and type of surveyors. Scheduled dates for the surveys are based on dates submitted by MEDCOM MTFs coordinators, consideration of cyclical scheduling rules, type of services required, patient volume of the MTF or clinic and site location. Every survey team, both for ambulatory and hospital facilities, shall include a surveyor trained to survey chemical dependency programs, irrespective to program census at time of survey. In addition, each survey team shall include a behavioral health specialist trained in childhood development for survey of programs shown on the application that are in the Early Developmental Intervention Programs (EDIS), irrespective to program census at time of survey. The contractor shall provide qualified surveyors with field experience who have been formally trained, precepted and certified as surveyors by the contractor. The contract service providers (CSPs) shall be knowledgeable of and familiar with specific codes and regulations unique to the Army MTFs. The contractor shall provide periodic ongoing education and supervision to ensure the surveyor's skills are appropriately maintained. The NAICS Code for this procurement is 813920 (Professional Organizations) and the annual size standard in millions of dollars is $15. The agency is seeking industry information and comments from sources with capabilities to perform the contract and with relevant experience in all of the functional areas mentioned above.
