- This is a presolicitation notice only. This is not a request for proposal. The General Services Administration (GSA), Public Buildings Service(PBS) National Capital Region (NCR) Region 11, Office of Acquisition, R&A West Branch intends to issue a RFP to perform a Fire Alarm Panel Upgrade located at the Ronald Reagan Building, 1300 Pennsylvania Avenue, NW, Washington, DC 20415. This requirement is 100% set aside for small businesses in accordance with FAR 19.502.2. The North American Industry Classification System (NAICS) code for this work is 236220; small business size standard is $36.5 million. All responsible firms may submit an offer. This is a competitive negotiated acquisition governed by procedures in FAR 15. Proposals (Price) will be evaluated by the Government using Best Value per Far 15.101. GSA anticipates issuing the RFP on or about November 30, 2015; with receipt of proposals at a minimum of thirty (30) calendar days later. All information, amendments and questions concerning this solicitation will be electronically posted at the following web page: http://www.fbo.gov. Period of performance for this requirement shall be 322 calendar days. The project range is between $1,000,000 and $5,000,000. PROJECT: The Contractor shall provide all engineering, programming, labor, material, supervision and testing to replace the existing building network fire alarm system control equipment. All work shall be accomplished in accordance with AIA Master Specs., GSA Fire and Safety Specs, and drawings, as well as, all local and/or national codes, regulations or standards applicable. All wire, shall be installed in EMT conduit or in fire alarm terminal cabinets, and all connectors shall be approved pressure type terminal strips. Wire nuts and butt splices shall not be used. Shields and drain wires shall be securely twisted together and taped so that no inadvertent grounding or opens occur on the drain wires. Existing wires need to be surveyed and inspected to verify that circuits with shorts, opens, grounds, or induced voltages are replaced. Circuit problems will be addressed. A site visit will be conducted; the date, time and place to be set-forth in the RFP solicitation. Interested firms are encouraged to attend. Interested firms must be registered in the System for Award Management (SAM). Firms can register via the Internet site at https://www.sam.gov or by contacting SAM Service Desk at http://www.fds.gov. Interested firms are required to submit their representations and certifications through the SAM website. The solicitation and associated information will be available from the FBO site mentioned above. No telephone requests will be accepted. The solicitation will not be a sealed bid and there will not be a formal bid opening. All inquiries must be in writing, preferable via email to the persons specified in the solicitation. All answers will be provided in writing and will be available on the aforementioned FBO posting. Offeror's will not be reimbursed for proposal submittal expenses. INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF ANY AMENDMENTS. HOWEVER, OFFERORS ARE ADVISED TO CHECK THE SIGHT FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS.
