This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation number VA248-16-Q-0151 is issued as a Request for Quotation (RFQ). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83-3 effective November 1, 2015 and Veterans Affairs Acquisition Regulation Supplement (VAAR) current to update number 2008-02 dated December 27, 2012. This RFQ is a 100% Small Business Set-Aside, see provision 52.219-6. Associated North American Industry Classification System (NAICS) Code for this acquisition is 519120, size standard $15M. See attached Performance Work Statement and list of required subscriptions. The James A. Haley Veterans Administration Hospital library requires the services of a contractor to provide basic subscription, required support, and optional specialized electronic access services in support of Veterans' care, to fulfill requirements for periodicals, database subscriptions, e-book subscriptions, e-journal subscriptions, point of care subscriptions, and further online information resource related services. The contractor shall be responsible for the management, labor and equipment necessary to provide subscriptions for databases, e-books, e-journals, point-of-care and other related online services from multiple publishing houses to the James A. Haley Veterans Administration Hospital Medical Library, Patients Library, Admin, New Port Richey, and Primary Care Annex. Subscriptions shall include single or multiple addresses for domestic and foreign periodicals and related services. Related services include paying publishers, handling claims for non-receipt, cancellations, submission of required reports and other service problems. List of contract line item numbers, items, quantities, units of measure and description of requirements are as follows: Line Item 1, Subscription Service, quantity 12 months beginning 1 January 2016 through 31 December 2016.
