- This document is the DRAFT Technology Investment Agreement (TIA) pertaining to Broad Agency Announcement W911W6-16-R-0001. All offerors proposing a TIA, should also submit a 'marked-up' copy of the DRAFT TIA, which will serve as a basis for initial negotiations. This document provides in-depth information pertaining to Broad Agency Announcement W911W6-16-R-0001. Using the Broad Agency Announcement (BAA) process, as authorized in the Federal Acquisition Regulation (FAR) Parts 6.102(d)(2) and 35.016, the Aviation Development Directorate (ADD) of the US Army Research, Development and Engineering Command (RDECOM) is soliciting technical and cost proposals for execution of Architecture Implementation Process Demonstrations (AIPD) as part of the Mission Systems Architecture Demonstration (MSAD) within the Joint Multi-Role Technology Demonstrator (JMR TD) program. The JMR TD is a focused research effort whose purpose is to demonstrate transformational vertical lift capabilities to prepare the Department of Defense (DoD) for decisions regarding the replacement of the current vertical lift fleet. The JMR TD is composed of two main efforts: the Air Vehicle Demonstration (AVD) and the Mission Systems Architecture Demonstration (MSAD). The objective of MSAD is to ensure that a potential Future Vertical Lift (FVL) Family of Systems Program of Record has the processes, tools and standards necessary to specify, design, analyze, implement, acquire, qualify, certify and sustain a mission systems architecture that meets the performance requirements and business goals of the DoD. AIPD is the second in a series of increasingly complex demonstrations being executed under MSAD intended to explore issues relevant to FVL mission systems architecture implementation. Respondents are urged to study the Supplemental Information Document, available as an attachment to this BAA, for a detailed description of AIPD. The complete proposal preparation and submission instructions are contained in the Supplemental Information Document. In addition, a copy of the draft Technology Investment Agreement (TIA), has been included as an attachment to this BAA. A TIA, as described in the DoD Grant and Agreement Regulations (DoD GARS), Title 32 of the Code of Federal Regulations (CFR) Part 37, is the preferred funding instrument for this effort. Offerors proposing to use a TIA as the funding instrument shall submit proposed revisions to the draft TIA which will be used as a basis for negotiation with the Government. It will not be scored as part of the evaluation. This announcement is an expression of interest only and does not commit the Government to pay any proposal preparation costs. Proposals will be considered valid for 210 days from the date that this announcement closes unless specifically stated otherwise. Technical and Cost Proposals must be submitted by 1:00 PM Eastern Standard Time (EST) on 18 December 2015 and shall be unclassified. Classified responses will not be accepted. Unclassified responses should be submitted electronically via the AMRDEC Safe Access and File Exchange website (https://safe.amrdec.army.mil/SAFE/). Responses should be provided in Microsoft Word or as a portable document format (*.pdf) file. Use the following email address as prompted by the site: robert.c.waible.civ@mail.mil. If proprietary or copyrighted information is submitted, please include a statement authorizing the Government to copy and use it within the Government for evaluation purposes. Appropriately marked proprietary information will be properly protected by the U.S. Government.
