- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst intends to issue an award on a Sole Source basis with The Boeing Company, St. Louis, MO for the manufacture, assembly, and delivery of a base year quantity eight (8) Screen, Engine Ground Run-up/Water wash, Left (P/N 74D290600-1003) and eight (8) Screen, Engine Ground Run-up/water wash, Right (74D290600-1004). In addition there are three (3) option periods for a quantity of three (3) Turn Screens, Left (P/N 74D290600-1003) and three (3) Turn Screens, Right (74D290600-1004). The maximum number of Turns Screens to be awarded under this procurement shall not exceed a total of thirty-four (34). These items are required to protect the F414 engines from foreign object damage and to protect personnel working near the engine from injury during engine run-up on the F/A-18 E/F and EA-18G aircraft. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Boeing Company is the original designer, developer and original equipment manufacturer (OEM) of the F/A-18 E/F and EA-18G aircraft and is the only company that has the requisite knowledge, sufficient technical data, drawings and trained technical personnel to provide these items. The data rights for the F/A-18 E/F and EA-18G are proprietary to Boeing and have not transitioned to the Navy to support a competitive acquisition. Any other source would need the proprietary data to develop, test and manufacture these items. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based on the response to this notice, is solely in the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice.
