- Description
- The Department of Health and Human Services (DHHS), the National Institutes of Health (NIH), the Clinical Center (CC), the Office of Purchasing and Contracts (OPC) has a need to continue several integrated and interfaced information systems to support dictation and transcription services across all of the NIH/CC, Medical Record Department (MRD) by 3M Health Information Systems, Inc. The current 3M Health Information Systems, Inc. provide back end speech recognition solution to support its existing dictation and transcription infrastructure. The software seamlessly integrates within the MRD's existing health information management application infrastructure which is currently supported by 3M's health information transcription platform products. These systems all support the dictation and back end speech recognition, and transcription processes including the following related functions: acceptance of dictated reports and letters and related information; the transmittal of pertinent patient demographic information; training of the back end speech recognition system for new clinicians; editing and correcting reports presented in the transcription system by the speech recognition system; direct transcription of dictated reports and letters when necessary; quality review of completed reports and the distribution of transcribed and edited reports and letters to members of the medical staff. To support all of these processes, the MRD utilizes the following health information systems software applications, AllScripts Sunrise Enterprise, 3M TM ChartLinc and 3M TM ChartScript.net. 3M Health Information Systems, Inc. provide services for speech recognition software for analyzing and utilizing edits made to documents by a medical editor to continually enhance and improve the accuracy of the speech recognition processing software in subsequent dictations completed by each individual clinician. The system processes dictated voice files and present the converted document immediately via a real-time interface processing service. Additionally, the system is capable of handling provisions for the MRD to apply settings at an individual dictating clinician level to enable reports to be processed via a direct transcription model, therefore, bypassing the speech recognition software if necessary. The application is capable of collecting dictated voice files from individual clinicians in order to build the clinicians' voice files. In addition, the system utilizes a continuous learning method and be able to adapt to specific dictating clinicians' dictation habits while also utilizing acoustic learning methods in an effort to maximize the usability rate of recognized text presented in the MRD's ChartScript.net application. The system is capable of handling approximately 4 million lines of text per year. It is NIH/CC/OPC's intent to sole source the requirement to: 3M Health Information Systems, Inc. 575 West Murry Boulevard Murry, UT 84123 The NAICS code is: 541519. It is anticipated that one purchase order will be issued for a base and four option periods. This is not a Request for Quote. Sources interested in this requirement must provide a statement of capabilities in sufficient detail to determine if the requirements of this synopsis can be met. Responses must be in writing and must be received within fourteen (14) calendar days from the date of this notice. A determination by the Government not to compete the proposed contract based on responses from this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone calls will be accepted.
