- The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to procure on an other than full and open competition the following items: MATLAB software maintenance renewals to include reinstatement fees for a period of up to three years. Software licenses include the following: MATLAB Maintenance Perpetual Inv ; Simulink Maintenance; MATLAB Compiler Maintenance; Control System Toolbox Main; Database Toolbox Maintenance; System Identification Toolbox Maintenance; MATLAB Compiler SDK Maintenance; Optimization Toolbox Maintenance; Robust Control Toolbox Maintenance; Simulink Control Design Maintenance; Signal Processing Toolbox Maintenance; Symbolic Math Toolbox Maintenance; Statistics and Machine Learning Toolbox; Curve Fitting Toolbox Maintenance; Aerospace Toolbox Maintenance. The manufacturer of referenced equipment is MathWorks of Natick, MA. The applicable NAICS code for this requirement is 511210, software publishers, and the business size standard is $38.5 million. The reason for restricting competition is as follows: These software applications will be used in the analysis of aircraft light data, analysis of wind tunnel testing, and algorithm development at the NSWCCD. The engineering staff are extensively familiar with this software as it is necessary for comparison to existing analysis developed under MATLAB. The proposed contract action is for supplies or services for which the Government intends to solicit with only one source under the authority of FAR 6.302. The NSWCCD intends to award a firm, fixed-price purchase order to MathWorks using Simplified Acquisition Procedures. Any firms believing that they can provide the referenced software licenses per NSWCCD's specifications must submit a written response within 15 days of this posting. This notice of intent is not a request for competitive proposals. However, all responses received will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement.
