Description
Sources Sought Announcement for Medical Support Services As of 5 November 2015 Purpose: The Defense Health Agency (DHA), Office of the Component Acquisition Executive (CAE) is releasing a source(s) sought to obtain market knowledge, industry best practices, capabilities and comments on future DHA strategies for Medical Support Services (MSS). This is a request for information (RFI) only; no contract will result from responses. This is not a Request for Proposal, an Invitation to Bid, or a Request for Quotation. Therefore, this RFI is not to be construed as a commitment by the Government to enter into a contract nor will the Government pay for information given to the Government in a response. Background: The Air Force Medical Service (AFMS) Commodity Council and the Air Force Installation Contracting Agency developed two generations' of medical support multiple award contracts, indefinite delivery/indefinite quantity vehicles used by 67 Air Force locations [between 25 April 2007 and will continue through 24 January 2017]. The DHA and the AFMS is partnering to begin the acquisition process for the next version of the MSS which will include the Air Force locations as well as locations in the DHA National Capital Region (NCR) Medical Directorate (Walter Reed National Military Medical Center, Fort Belvoir Community Hospital, and their subordinate clinics: DiLorenzo TRICARE Health Clinic, Tri-Service Dental Clinic, Fairfax Health Center and Dumfries Health Center and Joint Pathology Center). The DHA is seeking sources to provide contracted medical support personnel in Air Force military medical treatment facilities (MTFs) at geographically dispersed Air Force bases in the Continental United States as well as overseas MTFs in Germany, Italy, Japan, Korea, Portugal, Turkey and United Kingdom. The work augments healthcare operations provided by military personnel, DoD civilian employees, and other contract staff and may provide new capabilities at the MTFs if required. Under the current program, the Air Force Medical Service contracts for administrative/clerical occupations, certified labor categories as well as specialized/technical positions. These include (but are not limited to): PRODUCT SERVICE CODES Q6 Certified Medical Support (no direct patient care) Q601 Medical coding, auditing and compliance Q602 Inpatient or Outpatient Medical Records Q603 Medical Transcription Q7 Specialized/Technical Medical Support (no direct patient care) Q701 Medical billing, third party liability, tumor registrar, referral, medical evaluation board, non-direct patient care nursing support Q702 Medical logistics, biomedical equipment, occupational/public health, medical supply, medical readiness (unclassified) Q8 Clerical Medical Support (no direct patient care) Q801 Medical appointing Q802 Office/ward clerks, admission & disposition, medical secretaries, healthcare program assistants This effort will not include clinical (direct patient care) services, advisory and assistance services, food service, housekeeping, information systems, or facility maintenance. The NAICS code used for the current AFMS contracts was 621999 (All Other Miscellaneous Ambulatory Health Care Service) and PSC Q999 had a size standard of $9M. These contracts were awarded 100% small business set-aside. An analysis of the NCR MSS procurements shows the majority of contracts are using PSC R499 (Support – Professional Other) or PSC R699 (Support – Administrative Other) with a NAICS code of 561110 (Other Administrative Services), and is a near split between small and large businesses. Request: The government is initiating development of a new acquisition strategy. The number, scope and geographic coverage for personnel, as well as the type of contract and acquisition methodology have not been determined at this time. We are seeking large and small business sources as part of market research to ascertain the interest, capability, and capacity that industry can provide for anticipated medical support service as well as some requirements worldwide. In addition, information is being sought for alternative NAICS used by industry for similar services. Response: Interested businesses capable of providing medical support services should respond to the survey questions at the following link: https://www.surveymonkey.com/r/DHAMSS The survey may take up to 30 minutes depending upon the type of services offered by your company. Your willingness to provide the details requested will be invaluable to the Government during this planning phase. Incomplete surveys are no value to the Government and will be removed from the market research. Notice: The DHA may have non-Government employees (i.e., contractor employees) assisting with market research and/or analysis. These non-Government employees have all signed non-disclosure agreements and may have access to industry responses. Their companies are contractually bound not to compete for these requirements should it result in contract award(s). Completion of the on-line survey is the Government’s preferred data collection method. Please complete the survey by 8 December 2015.
