- GENERAL DESCRIPTION OF SERVICES: Subcontractor shall provide all labor, material, equipment, and services to process and recycle radioactively-contaminated and DOE "suspension" lead from the Savannah River Site (SRS) located in Aiken, SC over the term of a specified subcontract period. This will require the lead to be accepted at the Subcontractor's facility, managed as either potential or radioactive material, segregated, processed and recycled into radiological-controlled products with any resultant generated waste dispositioned per state and federal regulations. SRNS considers recycle as a preferred option to disposal whenever cost-effective. SRNS may offer from 0 to 1 million pounds of lead per this project scope with radiological contamination levels ranging from below 10 CFR 835 radiological release limits to lead contaminated with fission products, transuranic radionuclides, and tritium. WORK/TASK REQUIREMENTS: 3.1 SRNS will ship the lead to the subcontractor in compliance with DOT requirements. The subcontractor is responsible for all actions to accept, characterize, segregate, and prepare lead for reclamation. Lead shall be recycled and offered for reuse in compliance with DOE guidelines. Non-recyclable lead and waste shall be managed per state and federal regulations. 3.1.1 Subtask 1: Accept, Characterize, and Segregate Lead SRNS will ship the lead to the subcontractor in compliance with DOT requirements. The lead will typically be packaged into 45 and/or 90 cubic foot boxes, but alternate packaging is optional upon concurrence between SRNS and the subcontractor. SRNS provided radiological characterization will range from confirmed radiological surveys to documented process knowledge estimates. The subcontractor will accept the lead material in accordance with their acceptance criteria, characterize, and segregate the lead into recyclable and non-recyclable lots based on their criteria and process controls. All resultant wastes shall be dispositioned in accordance with state and federal regulations. 3.1.2 Subtask 2: Lead Recycle Recyclable lead shall be processed into items controlled and offered for reuse per DOE guidelines. The subcontractor shall provide a certification that lead material was recycled/reused per the guidelines. 3.1.3 Subtask 3: Management of Non-Recyclable Lead and Spent Packaging Non-recyclable lead shall either be: 1) returned to SRS for purpose of reconditioning to meet acceptance criteria; or 2) processed for direct waste disposal (priced as option) at a SRNS-approved (i.e. - Nevada National Security Site, EnergySolutions Utah, Waste control Specialist Texas) treatment/disposal facility. SRNS will select disposition option for non-recyclable lead based on best value. Unless specifically requested, spent shipping containers shall not be returned to SRS. Shipping containers/packaging shall be either controlled and reused by the subcontractor or processed to waste in compliance with state and federal regulations. If reuse option selected, all markings associating the containers/packaging to SRNS/DOE shall be obliterated.
