- Purpose: The National Guard Bureau, Contracting Support Office intends on issuing a contract competing this action amongst 8(a)'s which will provide Strength Maintenance Training Center (SMTC) Technical Services to include all personnel, equipment, tools, materials, supervision, quality control and other items and non-personal services necessary to perform the tasks necessary to support the requirements of the SMTC. The purpose of this request for information (RFI)/sources sought notice is to provide potential offerors; advanced notice of this procurement, gauge interest and receive any feedback or comments in regards to the Performance Work Statement (PWS.) Background: The Contractor for the Strength Maintenance Training Center (SMTC) Technical Services is responsible for the development of a highly responsive process whereby the SMTC, and the 54 States and Territories can quickly obtain needed services. The TSS SMTC has been essential and remains an enduring requirement in order to sustain all resident functions identified in TRADOC regulation 350-18, while adhering to the new requirements outlined in The United States Army Learning Model 2015 ( ALM 2015 ), and most importantly meet Fiscal Year (FY) programmed training loads captured in the Army Program for Individual Training (ARPRIT). Historically, SMTC, through careful analysis, has used TRADOC approved POIs, FY ARPRINT and the training development ADDIE lifecycle process to determine TSS requirements. Using this process, the TSS SMTC has helped maintain SMTC's accreditation standards during proponents quarterly and three year TRADOC accreditation certification. The TSS SMTC has maintained the availability of four (4) functional 79T Career Management Field (CMF) and nine (9) Professional Military Education (PME) courses including mobile and sustainment training. The SMTC shall consider ALARACT Message 147/2013 and scheduled FY 15 TRADOC accreditation review for the SMTC in determining FY 15 TSS requirements. The following is attached for reference: the draft PWS. This notice is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Any responses to this RFI received by the Government will not be accepted to form a binding contract. This is a Request for Information and does not constitute a solicitation or request for proposal and no award will be made as a result of this sources sought notice. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is also requesting that restrictive or proprietary markings not be used in response to the RFI. Please provide a capability statement not to exceed ten (10) pages; which details relevant experience as a prime contract holder which should include; similar experience in regards to both size (dollar value) and scope, business size, applicable contract vehicles and notice of your intent to propose on this requirement by 5:00 PM (EDT), 13 November 2015.
