- Attachment A - Websense Software Product Listing Commercial Off the Shelf Websense Software Products Request for Information 1. SCOPE: The US Army Contracting Command - Rock Island (ACC-RI), Rock Island Arsenal, IL on behalf of Project Director Computer Hardware Enterprise Software Solutions (PD CHESS) is issuing this Request for Information (RFI) for the potential follow-on of a Department of Defense (DoD) Enterprise Software Initiative (ESI) Blanket Purchase Agreement (BPA) under General Services Administration (GSA) Information Technology (IT) Schedule 70 for Websense software products and software maintenance on a Firm Fixed Price basis. The anticipated BPA will be available for all organizations authorized to use DoD ESI agreements and will have decentralized ordering capabilities. The estimated value is $15M over a five year period of performance. The DoD ESI mission is a joint DoD project to streamline the acquisition process and provide Information Technology (IT) and selected services that are compliant with applicable standards and represent the best values for the DoD. Under ESI, the DoD leverages its aggregate buying power to establish enterprise agreements with IT manufacturers and resellers for high demand, commercial off-the-shelf IT products and services. 2. PURPOSE The Government is seeking the following information: • Information regarding industry interest and capabilities in participating in the contracting action described above • Information regarding potential volume discounts based on the tiered levels identified in Attachment A entitled Websense Software Product Listing This is a Request for Information only. This RFI is being conducted pursuant to the Federal Acquisition Regulation (FAR) subpart 15.201(e). No contract will be awarded from this announcement and no reimbursement will be made for any costs associated with providing information submitted in response to this RFI. As such, this RFI is issued solely for informational and planning purposes and does not constitute any obligation on the part of the US Government. Not responding to this RFI does not preclude participation in any future Request For Quotation, should one be issued. All submissions become the property of the US Government and will not be returned. All information received in response to this notice that is marked ‘Proprietary' will be handled accordingly.   3. TARGET AUDIENCE: The target audience for this RFI is all GSA IT Schedule 70 contract holders with Websense products on their current product lists. 4. GENERAL INSTRUCTIONS: In an effort to gather information in a manner that can be properly analyzed, the US Government is requesting responses in three separate Sections: (1) General Information; (2) Capability; and (3) Volume Discounts. Instructions for Section 1: General Information Please provide the following information: Company Name Business Size (Indicate large or small) NAICS code GSA Contact Number Instructions for Section 2: Capability Respondent shall verify capability of providing the specific software needs as stipulated in Attachment A. It is requested that the respondent identify which software products can be offered in Attachment A. Respondents must be current GSA IT Schedule 70 contract holders with Websense software products on their product lists. No open market items shall be identified. Instructions for Section 3: Volume Discounts Respondent shall provide a statement that a potential volume discount structure can be provided in accordance with the tiered levels identified in Attachment A entitled Websense Software Product Listing. If the tiered levels identified in Attachment A cannot be offered, the respondent shall identify an alternate and provide a statement that potential volume discounts can be secured on the alternate. Instructions for Section 4: Feedback and Comments Responses to this section are optional. However, the government is seeking general feedback and/or comments from industry. The additional feedback and/or comments are limited to two (2) pages. 5. DUE DATE AND TIME FOR QUESTIONS: Interested parties shall submit an electronic copy of their responses via email to: Jennifer Tyler, Contract Specialist, email: jennifer.s.tyler.civ@mail.mil. The due date and time for submission of responses is November 19, 2015, 2:00pm CST. It is emphasized that the Government is not obligated to provide responses to any questions or comments. In order to move the information gathering along in a meaningful, timely, organized manner, the following cannot and will not be considered: • Responses sent by any other mechanism (such as hard copy responses, telephonic responses, facsimile responses or hand-delivery responses) • Responses sent to any other email addresses. • Late responses • Sales brochures, videos and other marketing information materials
