- SOURCES SOUGHT/NOTICE OF INTENT TO SOLE-SOURCE The Intelligence and Contracting Command (INSCOM), on the behalf of the Office of the G-3, intends to award a sole source contract under the authority of 10 U.S.C. 2304(c) (1) or 41 U.S.C 253(c) (1) - FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements, to: Lockheed Martin Services, Inc. 700 North Frederick Avenue, Gaithersburg Maryland 20879-3328 AR 350-32 (Army Foundry Intelligence Training Program, (2 June 2015) requires INSCOM, as the executive authority for the DA G2, to provide training to the Military Intelligence (MI) Force on the latest Tactics, Techniques and Procedures (TTP), emerging technologies and systems in all MI disciplines. The Foundry program provides operationally-focused training for intelligence personnel and units who are deploying or preparing to deploy, and training Units/Soldiers assigned a Global Reaction Force (GRF) or Regionally Aligned Force (RAF) mission. This contract will provide support to the Foundry Program Management Office, ITRSS management services, Command Language Program Managers (CLPMs), language instructors, All-Source/DCGS-A Instructors, Interrogation/Collective Training Instructors, GEOINT Instructors, HUMINT Instructors, CI Instructors and SIGINT Instructors at 21 various sites throughout CONUS and travel to OCONUS locations. All personnel working this effort shall have a TS/SCI clearance prior to contract award. Some personnel may be required to pass a polygraph examination to obtain additional access required under this requirement. Place of Performance: The work to be performed under this requirement shall be performed at twenty one (21) CONUS and OCONUS Army installations and at contractor facilities in the vicinity of Ft. Belvoir, VA. This action will result in a hybrid Cost Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) contract with a base period of performance of three (3) months and one (1) three (3) month option period. The award date is 1 January 2016. A simultaneous competitive effort is being conducted. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. Interested parties may express their interest and provide a capabilities statement NLT 20 November 2015 at 12:00 PM EST. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government.
