Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. Solicitations are not available at this time. This notice does not constitute a commitment by the Government. The Federal Bureau of Prisons (FBOP), Field Acquisition Office (FAO) is conducting market research for the Federal Correctional Complex (FCC) Petersburg, located in Hopewell, Virginia in compliance with Federal Acquisition Regulation, part 10. The FBOP/FAO intends to make an award for the provision of Life Connections Program Facilitator for the Religious Services department. The Program Facilitator will be responsible for overseeing all program participants completion of all aspects of the LCP, i.e. journaling, religious tolerance, electives, essays, book reports, discussion/accountability groups, service projects, attendance, financial peace, and victim impact. The contractor will also be responsible for providing guidance to inmates of all faith traditions and therefore should have experience in settings where practitioners of diverse religious faith are understood and respected. The contractor will work closely with the Life Connections Program Chaplain and other program staff to ensure that volunteers and mentors from a broad spectrum of religious faith communities are available to meet the needs of this multi-faith program. The instruction will be based on the pro-social content of various religious groups. The Contractor will provide classroom and application instruction for the inmates incarcerated at the FCC normally six hours per day between the hours of 8:00am - 3:00pm or as agreed to by the FCC Chaplain. The selected contractor must possess an ordination certificate of like documentation showing the contractor is a recognized clergy or spiritual leader in good standing with their faith community and must have experience serving as a spiritual leader of a recognized congregation or faith community. Market research is being conducted to determine interest and capability of potential sources for this requirement. A Government solicitation document to provide these services is being developed and a contract may or may not result. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. All information concerning this requirement will be distributed solely through the General Service Administrations Federal Business Opportunities website at http://www.fedbizopps.gov/. The site provides downloading instructions. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Faith-Based and Community-Based Organizations can submit offers/quotes equally with other organizations for contracts for which they are eligible. The response date for the market survey is November 12, 2015. All responses to the Market Survey Questionnaire may be e-mailed to Charlie Dailey at cdailey@bop.gov. All contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database. The web site for registration is www.sam.gov.
