- NAICS CODES: 541711 - BIOTECHNOLOGY RESEARCH AND DEVELOPMENT LABORATORIES OR SERVICES IN ENVIRONMENTAL SCIENCE 541712 - CHEMICAL RESEARCH AND DEVELOPMENT LABORATORIES OR SERVICES 541712 - PHYSICAL SCIENCE RESEARCH AND DEVELOPMENT LABORATORIES OR SERVICES 541712 - ENVIRONMENTAL RESEARCH AND DEVELOPMENT LABORATORIES OR SERVICES Overview: Savannah River Nuclear Solutions solicits Expressions of interest (EOI) from universities that provide research, design, development, engineering, test and evaluation and educational services to assist in the accomplishment of the current and future missions of the Savannah River National Laboratory (SRNL). Services shall include all areas of professional activity related to the current and future missions of SRNL. Collaboration with partners and funding agencies, preparation of written reports and presentations of results shall be elements of provided services. SRNS is highly interested in Minority Serving Institutions seeking financial assistance of applied research and related activities as well as other institutions that can meet the requirements outlined within the EOI. Background: As one of the seventeen (17) DOE National Laboratories, SRNL's work with Universities is central to addressing critical national needs in science and engineering as well as the environment and national security. Through these services, SRNL and the University will support DOE's mission to: • Enhance our nation's preparedness to respond to emergencies related to terrorist incidents, natural disasters, and other health and security threats • Build public trust and confidence in the management of worker and public health and environmental cleanup initiatives • Strengthen the United States research and education enterprise particularly in the areas of national security, environment and energy, as well as the science, technology, engineering and mathematics (STEM) fields to enhance global competitiveness. Work Requirements: Any tasks to be furnished will be defined in a Statement of Work associated with a Task Order Agreement. The requirements may also authorize the following activities: • The University to participate in strategic planning relative to current and future SRNL missions that are within the framework of the educational institutions charter. • Joint research assignments whereby university researches conduct investigations at the Savannah River Site (SRS) under specific task orders. Universities may be required to submit a Quality Assurance Plan or provide a Safety Plan in support of manual on-site work. Eligibility Requirements for MSI's: MSI's are defined by the U.S. Department of Education as institutions of higher education enrolling populations with significant percentages of minority students, or that serve certain populations of minority students under various programs created by Congress. To be considered eligible, an MSI must: 1) award bachelor's degrees in STEM disciplines 2) be an accredited postsecondary public or private institution 3) be a nonprofit institution 4) enroll populations with significant percentages of undergraduate minority students, or serve certain populations of minority students under various programs created by Congress (http://www2.ed.gov/about/offices/list/ocr/edlite-minorityinst.html). Response Required Any eligible university interested in submitting a proposal must respond with a Letter of Interest by November 23, 2015. All letters must be submitted by email to Pamela Boyd, pamela.boyd@srs.gov. The following must be included in the Letter of Interest: Institution Name: Institutional Accreditation (Accrediting Agency): Sub-program Priority Area (PA) and Research Need (RN) Category of Proposed Research (List Below): Proposed Title: Eligible institutions that respond with a Letter of Interest will be provided with a Request for Proposal (RFP). Expressions of Interest are to be addressed by email to the Point of Contact identified in this notice. This EOI is a "Sources Sought" notice only for eligible institutions interested in submitting proposals to strengthen the United States research and education enterprise particularly in the areas of national security, environment and energy, as well as the science, technology, engineering and mathematics (STEM) fields to enhance global competitiveness.
