- The Government intends to solicit on a sole source basis for an Indefinite Delivery Indefinite Quantity (IDIQ) contract for spares, repairs, and training in support of the Program Executive Office (PEO) Assembled Chemical Weapons Alternatives (ACWA) Escape Breathing Apparatus (EBA) system. This request is for planning purposes and does not constitute an invitation for bids, request for proposals, quotes, or an indication that the Government will contract for the items contained in this notice. The Government will not reimburse respondents for any cost associated with the submission of information being requested or reimburse expenses incurred by the interested parties for responses. This EBA system is being developed by David Wheatley Enterprises (DWE), Inc, 1202H Technology Drive, Aberdeen, MD 21001, to replace the Mine Safety Appliances (MSA) EBA that is currently in use at the PEO ACWA Chemical Demilitarization Sites, located in Pueblo, Colorado, and Richmond, Kentucky. DWE has finalized the EBA developmental process and will be submitting for National Institute for Occupational Safety and Health (NIOSH) certification in approximately January 2016. After NIOSH Certification DWE becomes holder of the NIOSH Certification, the responsible party to ensure equipment compliance, sole manufacturer of the replacement EBA, and Configuration Manager of the EBA. OSHA Standard 1910.134 (h) (4) (i) requires that all spare/repair parts shall be the respirator manufacturer's NIOSH approved parts, designed for the respirator. Typically any supplier other than the manufacturer can be authorized as a distributor or supplier only by the manufacturer. Lifecycle support of the DWE EBA is required and is not included as part of the current EBA development, certification, and deployment contract. To support an early deployment for training as well as the next 10 plus years of use of the DWE EBA systems, a spares, repair parts, and operator/maintenance training contract will need to be established. The spares, repair parts, and training will need to be provided by the NIOSH certificate holder, ie. DWE, or one of their authorized dealers or service providers. At this time, it is the Government's understanding that no authorized distributors or suppliers of the DWE EBA and its components have been established. Required are the following specific categories of spares and repair parts for the DWE EBA, to include items such as: 30 Minute Air Cylinders Filter Housings Seals, gaskets, O-rings Filters Harness Masks - Small, Medium, Large Life Support System Airline Hose Assemblies: 25, 50, 75, 100, 125, 150, 200, 250, 300 foot lengths Lung Demand Valve Assemblies DWE3000A Back Packs Air Line Pass-Through Assemblies Heads-Up Display Assemblies to include the power pack/battery housing Cooling air system Waist Belt Extensions Shoulder straps Shoulder pads Protective covers Hose Clips Back Pack Frame Spectacle Kits Test Kits Tool Kits Test Equipment Training and Certification to include: Operator Technician Test Equipment Non-Recurring Engineering Support to include: Troubleshooting of technical problems. Field support of needs such as system modifications, diagnosis and repair. Certify/Qualify all modified or repaired packs on the Q5 test equipment. Development of DWE EBA changes needed by the US Government Re-qualify all usable test prototypes units for general operational &/or training use. Re-qualify any units fielded prior to final NIOSH certification for general operational and/or training use. Currently, it is understood that DWE is the only supplier capable of providing these services, with the requisite NIOSH certification.
