Description
SOURCES SOUGHT DESCRIPTION Marine Corps Systems Command (MARCORSYSCOM), Product Manager Infantry Combat Equipment (PdM ICE) is conducting market research to identify manufacturers capable of converting Government owned front and back Improved Modular Tactical Vest (IMTV) soft armor inserts into Plate Carrier (PC) front and back soft armor inserts that will fit small and medium PCs. The details of the effort are as follows: 1. Removing the nylon cover from the Government furnished IMTV soft armor inserts. 2. Cutting X-Large, Large, and Medium IMTV soft armor inserts into Medium and Small PC soft armor inserts in accordance with PC Pattern: Front Back Ballistic (14007PC-FRT BCK BLST). The PC soft armor inserts will be cut from the IMTV soft armor inserts such that the IMTV hook and loop areas are not part of the final cut PC soft armor insert. 3. Source and seal new nylon covers for the PC soft armor inserts as specified in Paragraph 3.2.3 of the Plate Carrier Detail Specification (DTL-14007A0000) and PC Pattern: Ballistic Cover (14007PC-BALSTIC COVR). 4. Source hook and loop attachments and thread for the PC soft armor inserts as specified in Paragraph 3.2.6 and Paragraph 3.2.13 of the Plate Carrier Detail Specification (DTL-14007A000). Sew the hook and loop attachments to the PC soft armor insert as specified in Paragraph 3.3.2.1 and 3.3.2.2 of the Plate Carrier Detail Specification (DTL-14007A0000) and PC Pattern: Ballistic Cover (14007PC-BALSTIC COVR). 5. Conduct Ballistic Lot Acceptance Testing of final PC soft armor inserts at a National Institute of Justice (NIJ) certified lab in accordance with Sections 4.9 and 4.11 of the Plate Carrier Detail Specification (DTL-14007A0000). 6. Provide and adhere new labels to the final PC soft armor inserts as specified in Paragraph 3.6.6 and 3.6.7 of the Plate Carrier Detail Specification (DTL-14007A0000). The label will be comprised of information from the original IMTV soft armor insert as well as new information for the PC soft armor insert. The label will include the following information: •· Original IMTV Contract Number •· Original IMTV Cage Code •· Original IMTV Date of Production •· Original IMTV LOT Number •· Original IMTV Serial Number •· PC National Stock Number •· PC Size •· PC Part Number •· Date of Modification •· Modification Contract Number REQUESTED INFORMATION Interested vendors are requested to provide unit pricing information to modify 14,170 X-Large, Large, and Medium IMTV soft armor inserts into 4,135 Small PC soft armor inserts and 10,035 Medium PC soft armor inserts and conduct ballistic lot acceptance testing of final PC soft armor inserts IMTV and PC patterns are available and will be provided upon vendor email request to Clinton Wells at clinton.wells@usmc.mil. Pricing information should be emailed to Clinton.Wells@usmc.mil, cherelda.stephens@usmc.mil and flora.m.jordan@usmc.mil no later than 16 November 2015. Interested vendors should also indicate whether their company is a Large or Small Business. If a small business, please also provide the appropriate category (i.e., HUBZone, Small Disadvantaged, Veteran Owned, Service Disabled Veteran, Veteran Owned, Woman Owned, or Small Business). Please also provide any past performance information for similar soft armor cut and sew type efforts. MCSC will not return submitted material. Submissions must not contain classified information, and vendors should appropriately identify proprietary information. The Government may use any proprietary information to establish requirements, but will safeguard specific offeror information as proprietary. Non-Government Support Contractors: MCSC may use support contractors from Patricio Enterprises and Kalman & Company who are non-Government personnel to help collect and review market research information. Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. § 423) (hereinafter referred to as "the Act"), as implemented in the FAR, protects proprietary information from unauthorized disclosure. Contractual organizational conflict of interest and non-disclosure clauses bind these support contractors to safeguard proprietary information in accordance with law and regulation. Supporting contractor personnel are procurement officials within the meaning of the Act and will sign Non-Disclosure Agreements. The Government will take all appropriate action to preclude unauthorized use or disclosure of proprietary data. THIS SOURCES SOUGHT IS FOR PLANNING PURPOSES ONLY AND NOT A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS/SERVICES, OR AS A GOVERNMENT COMMITMENT TO PAY FOR THE INFORMATION RECEIVED. NO ENTITLEMENT TO PAYMENT OF DIRECT OR INDIRECT COSTS OR CHARGES BY THE GOVERNMENT WILL ARISE AS A RESULT OF SUBMISSION OF RESPONSES TO THIS SOURCES SOUGHT AND GOVERNMENT USE OF SUCH INFORMATION. NO SOLICITATION DOCUMENT EXISTS. ANY SUBSEQUENT PROCUREMENT WILL BE SUBJECT TO THE BERRY AMENDMENT (10 U.S.C. 2533a).
