Description
Introduction: The Army Contracting Command - Aberdeen Proving Ground, CCAP-SCN, Natick Contracting Division, on behalf of the Joint Program Executive Office - Chemical Biological Defence, Joint Project Manager Protection (JPM P), intends to award a firm fixed price contract on a sole source basis to Air Techniques International, Inc. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. 1. Nature and description of the supplies or services required to meet the agency's needs: The Joint Services Mask Leakage Tester (JSMLT) is a portable device capable of determining serviceability, proper fit and identifying defective components of Chemical, Biological, Radiological and Nuclear (CBRN) protective masks. This system combines all of these features in one unit, providing a capability currently not available in the battle space to quantitatively test protective masks for defects and to assess the fit of the mask on an individual. The JSMLT is inter-operable with all fielded masks and capable of testing many Commercial Off-the-Shelf (COTS) masks. The JSMLT is currently in the Operations & Support phase of the Acquisition, Technology, and Logistics Life Cycle Management System and is fielded to, US Navy, US Marine Corps, US Coast Guard, and US Air Force. The government owned TDA-99B, is a non-portable version of the JSMLT and is used within the production facility for acceptance testing of field protective mask. The proposed contract would fulfill the Government need for contractor-provided maintenance (cleaning, replacing parts); repairs (cleaning, overhaul, repairing to Condition Code A); calibration; changes to training material and technical manual; packaging, storage and transportation; modifications and software upgrades; configuration status accounting; higher quality contract requirements; warranty; and item unique identification and radio frequency identification requirements as well as options for spare parts and accessories production for the systems and associated logistics support services. The Government believes that no other vendor besides Air Techniques International possesses the capability and the knowledge of the JSMLT's proprietary technology to perform the required maintenance, repair, calibration and other logistics support services. 2.
