- Performance Work Statement for F110 MDEC THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the United States Air Force to identify potential repair sources and to determine if this effort can be competitive or a Small Business Set-Aside. This is not a Request for Proposal or a solicitation, nor is it an indication that a contractual commitment will exist for this requirement. The Government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited. The Air Force Sustainment Center (AFSC) at Tinker Air Force Base is requesting information pursuant to FAR 10, in support of Market Research to identify potential sources for the F110 Engine: Modernized Digital Engine Control (MDEC). The Government will use this information to determine the best future acquisition strategy for this procurement, inclusive of the need to an Industry Day and/or Pre-Solicitation Conference. The proposed North American Industry Classification Systems (NAICS) Code is 336412, which has a Corresponding Size Standard of 1,000 employees. Government is interested in all businesses to include, Large Business, Small Business, Small Disadvantaged Businesses 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Businesses, and Women-Owned Small Businesses. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime, and the work accomplished by the teaming partners. The contractor shall be capable of furnishing all required labor, material, facilities and equipment to accomplish the repair, test, preservation and packaging, and return to the Government a completely serviceable unit. Contractor will be responsible for supply chain management, logistics, forecasting of parts, long-lead parts procurement, reparable forecasting, obsolescence issues and delivery of serviceable assets. The Government requests that interested parties respond to this notice in writing including details of your ability to perform all repair services in accordance with the Performance Work Statement and applicable Technical Orders. The Government does not own the tech data nor can it provide the tech data for this effort. The focus of this Sources Sought Synopsis is to provide repair service for the F110 Engine: Modernized Digital Engine Control (MDEC) for the United States Air Force. NSN 2995-01-540-4818PR BEQ as follows: Basic: 30 each, Option 1: 40 each, Option 2: 50 each, Option 3: 60 each L/I 0001: Check and Test (no repair); L/I 0002: MDEC Light Repair, no board replacement; L/I 0003: MDEC Medium Repair, one board replacement; L/I 0004: MDEC Heavy Repair, two board replacements. Include Government contract history, including contract numbers, a brief description of the work performed, period of performance, agency/organization supported and individual point of contact (Contracting Officer or Program Manager). •- Documentation regarding capabilities and qualifications to overhaul the propulsion engine components listed in the PWS. •- Information regarding production lead time, and the status of the production line •- Rough Order of Magnitude (ROM) estimate for unit cost and schedule •- Are there specific requirements in the PWS that would currently preclude your company from being a viable source for this overhaul requirement? •- Provide a description of your quality program (ISO 9000, QS-9000, EIA-599, or otherwise) Commerciality Questions: •- Are there established catalogs or market prices for this service requirement? •- If you offer this service to both U.S. Government and commercial customers, is the same workforce used for both the U.S. Government and general public? •- Are your Overhaul processes/services offered to both U.S. Government and commercial customers under similar terms and conditions?
