- Sources Sought Description: The 341 st Contracting Squadron is contemplating a solicitation for the "Repair Missile Alert Facility Windows, Insulation, and Siding" at 15 MAF's throughout the 341 Missile Complex. Work will consist of the successful offeror providing all labor, equipment, transportation, quality control, and supervision necessary to perform all associated tasks as identified below as identified in the "Synopsis of Project." Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/ ). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. The North American Industry Classification System (NAICS) for this acquisition is 236210 (Addition, alteration and renovation, industrial building (except warehouses)), with a size standard of $36,500,000.00. The Government is interested in both Large and Small businesses, including 8(a), HUBZone, Service Disabled Veteran Owned, Woman Owned, and other social economic status businesses that are interested and can serve as the "Prime Contractor" for this acquisition. The Government requests that interested parties submit a brief description of their company that includes the following: •(a) Business Size (Large/Small, 8(a), HUBZone, etc.) •(b) Anticipated Teaming Arrangements (if any) •(c) List of Projects (Government and Commercial) that are similar is scope and size •(d) Ability and experience in managing projects between $10,000,000.00 and $25,000,000.00 The Government requests that all interested parties identify all possible teaming partners and all subcontractors that would be a part of the offeror's planned proposal. Please identify (1) Teaming Partner or Subcontractors business name and (2) status (i.e. Large/Small Business, 8(a), HUBZone, etc.). The Government will use this information when determining its business type decision. The closing date for responding to this sources sought will be 25 November 2015 at 3:00 pm Mountain Standard Time. SYNOPSIS OF PROJECT: The purpose of this project is to allow continuous operations of the Missile Alert Facility while providing a complete replacement of the exterior siding, replace waste lines under the bathroom floor(s), replace existing bathroom floors with concrete floors with radiant heat, replace existing HVAC system, enlarge the FSC bathroom replacing penal fixtures with traditional, enhance cooling in the kitchen, provide new insulation and windows for the exterior walls with the exception of the Security Office, provide adequate low voltage electrical capability to support the current power requirements in the exercise room and to allow for future increased requirements by expanding the LCB panel in the 103 room, provide adequate insulation in the attic space and freedom of movement in/ through the MAF attic space to comply with current Air Force design standards, Headquarters Global Strike Command design directives, Base standards, referenced publications and Montana DEQ requirements at 15 Missile Alert Facilities (MAFs). Renovations will include: • Replace the exterior windows for all bedroom, offices, exercise area, kitchen and lounges at the MAF with blast resistant windows. The kitchen window is a false window, visible from the exterior of the building with the interior wall occupied by storage cabinets. The cabinets on the interior wall will be modified and the false window will be replaced with a functional window. • Replace existing HVAC system with new providing improved cooling in the kitchen cooling and heating in the bathrooms. The air conditioning unit will be moved from the roof to an elevated stand to improve access for maintenance. Old diesel boilers will be replaced with two new propane boilers to provide more efficient heat and backup system for unit failure. • Replace exterior wall insulation (with the exception of the FSC Office), replacing diminished or nonexistent insulation with new to retain consistent temperature of the interior air. • Replace exterior siding for all facilities located at the MAFs to provide protection for the new insulation and a more durable exterior finish. • Remediation of any mold and sources of potential Hantavirus located in the exterior walls. • Provide and/or replace exterior wall structural members as required with new to provide an exterior wall which provides a moisture barrier and rodent barrier from the exterior of the facility. • Replace waste lines beneath the concrete floors in the men's and women's' restrooms with new. Waste lines will connect to existing cleanouts or may require installation of a new cleanout on the exterior of the building at some of the sites. • Replace existing bathroom floors and shower stalls with new following the replacement of the underground waste lines. Both the men's and women's bathroom floors will be concrete with radiant heat. Provide new materials for both shower and flooring to provide an aesthetically pleasing and functional product. • Enlarge bathroom in FSC Office to facilitate traditional sink and toilet in lieu of the existing penal toilet and sink combination. Provide new sink and toilet and drain lines to support them. • Replace existing roof trusses and roofing materials to alleviate roof leakage, provide better attic access, ability to maintain utility systems located in the attic space and to provide a more durable roof that is resistant to Montana's high winds. • Provide a larger panel box to replace the existing LCB panel in the 103 Room that will allow adequate capability for the existing power requirements and allow for future requirements. • Provide temporary trailers (2 each) to allow mission continuation while construction activities are ongoing.
