- Notice Type: Special Notice Synopsis: The Government intends to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) Contract, from which Firm Fixed Priced task orders will be issued for non-personal Microsoft Premier Support Services and Consulting Services in support of the U.S. Army Network Enterprise Technology Command (NETCOM). The IDIQ Contract will be awarded for a 12 month base period and two 12 month option periods. The anticipated period of performance is 01 March 2016 through 28 February 2019. The North American Industry Classification System (NAICS) code is 541513, Computer Facilities Management Services, with a size standard of $25.5 Million. There is no solicitation for this requirement. This Notice of Intent to Award a Sole Source IDIQ Contract is not a request for competitive proposals. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Background: U.S. Army Network Enterprise Technology Command (NETCOM) is the single authority assigned to operate, manage, and defend the Army's information structure at the enterprise level. NETCOM is responsible for the standard network architecture, system design and device configuration to support the Army Enterprise information structure. NETCOM provides and operates the LandWarNet (LWN) to assure command and control, information sharing capabilities and a globally accessible enterprise information infrastructure in direct support to the both the Generating and Deployed Forces across all echelons of the LWN. The increasing complexity of Microsoft based technology leveraged to support the LWN requires Microsoft (MS) professional services to ensure the optimum implementation of new MS technologies. The Contractor shall support all activities associated with the requirements in this contract PWS and associated task order PWSs. SCOPE: The Performance Work Statement (PWS) defines the requirement for the Contractor to provide non-personal Microsoft Consulting (MCS) and MS Premier Support (MPS) services in support of NETCOM worldwide missions. The Contractor shall not subcontract any portion or type of work under this requirement The Contractor shall: • Support implementation and migration plans by providing technical solutions and recommendations on industry best business practices for NETCOM'S worldwide Information Technology (IT) mission. • Provide Microsoft "blue badge' individuals who have direct and rapid access to restricted MS internal websites, proprietary data, closed-source code and portals for current and future enterprise MS applications and technical support. • Support systems, efforts and programs, including the following:, the current operating and later releases for Active Directory (AD), Windows, Exchange, Outlook, Defense Information Systems Agency (DISA) Enterprise Email, System Center Configuration Manager (SCCM), Systems Center Operations Manager (SCOM), MS Office SharePoint Services (MOSS), Army Systems Management (SYSMAN), Identify and Access Management (IdAM), MS Forefront Identity Manager, Structured Query Language (SQL), Data Execution Prevention (DEP), Directory Services, Metadirectory Services (including Microsoft Identity Integration Server (MIIS)), collaboration, electronic messaging, desktop and server management, IT Asset Management, Enterprise Management, SharePoint, Hyper-V, cloud computing concepts, technologies and service desk. • Modernize and centralize the suite of MS products and platforms to adapt enhanced enterprise concepts and leverage existing infrastructure more efficiently. • Devise methodology to leverage and expand on existing MS products to improve capabilities to meet existing and new IT challenges and initiatives. The Contractor shall enable and improve the execution of Microsoft software design, installation and implementation. The Contractor shall enable the Government and Government contractors to execute Microsoft software in accordance with (IAW) mission objectives through operational and consulting services, problem resolution, support for multiple theaters of operation, and other related tasks.
