- Contract attachments Elevator Service Performance Work Statemenet Sources Sought Notices (herein referred to as a Request for Information) are issued by the Department of State when performing market research to determine industry interest and capabilities. The Department of State is interested in the capabilities of small businesses to perform the services. This is a Request for Information announcement only. This is not a solicitation or request for proposal and in no way commits the Government to award a contract. The Government does not intend to award a contract(s) based solely on the submission of this Request for Information nor does it intend to pay for any costs incurred in response to this announcement. The Department of State reserves the right to terminate this request and change its requirements if needed. Responding to this Request for Information does not guarantee participation in future Department activities. Background: The U.S. Department of State's (DoS) Office of Facilities Management Services (FMS) supports the Department's worldwide diplomatic missions by providing safe and comfortable work environments in domestic facilities through efficient facilities management practices that are consistent with federal property management policies and by promoting occupational health and safety, environmental sustainability, and resource conservation. This requirement is for the provision of the following services which are considered essential and necessary to maintain DoS facilities: A. Repairs, preventive maintenance, and inspection of 41 (forty one) elevators, 2 (two) escalators and 1 material lift located at the Harry S. Truman Building. An equipment inventory listing of the elevators, escalators and wheelchair lifts may be found in Section J, Attachment 2. The work description and specifications are set forth in the Performance Work Statement. 1. Maintenance, repairs, and inspection of all the Data Acquisition Video Overlay (DAVO) elevator monitoring systems, Motion Control Engineering elevator monitoring system, Lift-Net elevator Monitoring system and the Metra units at the Harry S Truman building. The work descriptions and specifications are to be the same as paragraph A. above. 2. Maintenance and repair of pneumatic tube system equipment at the Harry S Truman building. B. Repairs, preventive maintenance, and the inspection for three (3) elevators at the Blair House. C. Repair, preventive maintenance, and inspection of one (1) elevator at the Beltsville Information Management Center (BIMC). D. Repairs, preventive maintenance, and inspection of two (2) elevators at the International Chancery Center (ICC). E. Repairs, preventive maintenance, and inspection of twelve (12) elevators and one (1) wheelchair lift at the Columbia Plaza Complex. F. Repairs, preventive maintenance, and inspection of eleven (11) elevators and one (1) dumbwaiter at National Foreign Affairs Training Center (NFATC). G. Repairs, preventive maintenance, and the inspection for two (2) elevators at the Potomac Annex, building 1 Elevator #1 and building 5 Elevator #5. Business Size: Small Facility Clearance: Top Secret MARKET RESEARCH - REQUEST FOR INFORMATION (Capability Statement) Instructions: 1. The Request for Information (Capability Statement) response should be concise and focused and not exceed twenty (20) pages including cover pages, table of contents etc. 2. Sale brochures, videos, and other marketing information materials are not solicited and will not be reviewed. 3. Do not submit cost or price information with the response. 4. Interested companies shall submit an electronic copy of their capability statements via email to LeeAS@state.gov. The due date and time for submission of responses is 2 PM (EDT) November 10, 2015. 5. No phone calls related to this Request for Information will be accepted. All correspondence shall be via email. MARKET RESEARCH - CAPABILITY STATEMENT REQUIREMENTS A viable interested party shall demonstrate, in any capability statement submitted, the company's capabilities to meet the performance objectives and the customer's requirements. A viable interested party shall provide relevant, applicable examples of previous work or solution implementations, to include client points of contact. Content: Company and Contact Information: 1. A description of your corporate capabilities regarding the services being procured. 2. A description of where and how you have provided these services in the past. Within the page count described above, you may include as many examples as necessary to convey the breadth and depth of your corporate capabilities. Please include: a. Client organization and point(s) of contact b. Brief description of the scope of the work and the results achieved c. Contract and task order number d. Dollar value of services provided e. State whether your company was a prime or sub-contractor Other information as related to elevator maintenance: 1. A facility security clearance at the TOP SECRET level is required for contract performance. Does the Contractor currently have a facility security clearance at the TOP SECRET level? If not does the Contractor believe that they can obtain and maintain a facility security clearance at the TOP SECRET level? The elevator mechanic with pneumatic tube experience and supporting back up elevator mechanic with pneumatic tube experience must have a top secret individual security clearance. Does the Contractor have personnel that have elevator and pneumatic tube experience that currently have a Top Secret Clearance? If not, does the Contractor believe that they have personnel that have elevator and pneumatic tube experience that can obtain and maintain a Top Secret Clearance? 2. Demonstrate capabilities for the Comparable Experience provision listed below: Comparable Experience: The degree to which the Contractor has experience in providing elevator and escalator services of the size, scope, and complexity of this requirement. The elevator experience must consist of contract(s) and/or subcontract(s), (Government and/or commercial), that involve under each contract and/or each subcontract, at least 30 elevators. Contract(s) and/or subcontract(s) which each involve less than 30 elevators, but in the aggregate total at least 30 elevators, are unacceptable experience for this requirement. 3. Please provide the number of contractor's employees by: a. Total company b. Managers, supervisors c. Elevator mechanics d. Elevator helpers. e. Service teams. f. Miscellaneous. 5. Technical experience is very important for this requirement. Please provide the number of employees and abbreviated job descriptions as well as which equipment the employees have experience with based on the equipment listed in Section J Attachment 2 "Equipment Inventory Listing 9\2015".
