- Request for Proposal (RFP) No. SOL-OAA-16-000002 for USAID Security Investigators This announcement is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. The United States Government, represented by the U.S. Agency for International Development (USAID), is soliciting proposals from qualified contractors to provide security investigation services to USAID. The purpose of this solicitation is to contract with a pool of qualified and capable Security Investigators through basic ordering agreements (BOAs) to conduct security investigations for USAID. This is a follow on to USAID's prior security investigator requirement. In the past, USAID has utilized Blanket Purchase Agreements (BPA) with individual contract investigators to perform the background investigations of its employees. BPAs were awarded to individual contract investigators who had investigative experience performing background investigations. These individual contract investigators were self-employed independent contractors. This acquisition is restricted to small businesses only; the NAICS code for this solicitation is 561611. Prospective offerors are responsible for downloading the solicitation and any amendments from the FedBizOpps website. The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular FAC 2005-84.
