Description: This pre-solicitation notice is an update to pre-solicitation notice N00024-15-R-6311. The Government has decided to segregate Integration Services and Sustainment and the production of one mission package into an Integration Services and Sustainment contract and a Production contract. This decision does not in any way change the Government's intent to award a competitive contract for Design, Engineering, Production and Sustainment (DEPS) in 2016. The Naval Sea Systems Command (NAVSEA), on behalf of Program Executive Office (PEO) Littoral Combat Ships (LCS), intends to award a sole source contract to Northrop Grumman Corporation, Aerospace Systems, 925 Oyster Bay Road, Bethpage, New York, 11714, for the production of one mission package in support of the LCS Mission Modules Program. Northrop Grumman developed and is the producer of the mission modules which are comprised of shipping containers and support equipment; and the overall integration of these mission modules. Mission modules initial increments are expected to complete Developmental Testing (DT) in 2015-16 and are scheduled to undergo Technical Evaluations (TECHEVAL) and Operational Test & Evaluation through 2017. The Government intends to award a competitive follow-on contract in 2016. Please see pre-solicitation N00024-15-R-6300 for details on the competitive follow-on contract. However, until this competitive follow-on contract is awarded, Northrop Grumman is the only responsible source capable of fulfilling the Navy's requirements for LCS mission module production of one mission package at this critical time in the program, where award to any other source would result in unacceptable delays in fulfilling the agency's requirements. The sole source contract for Production will have a one year base award, with no options. The estimated period of performance is twenty-two (22) months after contract award and constitutes the delivery of one mission package. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
