- **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICITATION IS ISSUED ON THE DATE IDENTIFIED BELOW** Solicitation Documents: The solicitation will be issued as a Request for Proposals (RFP) under expedited procedures due to the urgent and compelling need to start work as soon as possible. The solicitation documents will be available electronically to download from this website on or about November 3, 2015. Description: The purpose of this project is to repair road infrastructure on 8 roads within the Gasquet Complex burn area.. The objective of Burned Area Emergency Response (BAER) efforts is to protect public safety and Forest Service investment in road infrastructure by restore traffic signs and improving road surface drainage. This work includes placing driveable dips, reshaping drainages, reconditioning roads, hauling and placing aggregate and or riprap and installation of signs. The project is subject to wet weather restrictions after October 15. These restrictions are weather dependent and work shall be tightly controlled and monitored for erosion control and necessary preventative measures. Work may be suspended for winter weather if conditions warrant; this decision will be made by the government.. Location: The project sites are located along border in Del Norte County on the Smith River Recreation Area in Gasquet on the Six Rivers National Forest. Driving directions will be in the solicitation document. Price Range: $150,000 - $500,000 Contract Time: Contract time for is 30 calendar days. Estimated Start Date: November 16, 2015. Pre-bid Site Visit: A site visit is not scheduled. Set-Aside: This project is 100% set aside for small businesses. Bonds: A Bid guarantee is required with the offer, bid guarantees will be allowed to be submitted electronically with the proposal with follow up of original. Payment and Performance Bonds for the full contract price will be required of the successful contractor and will need to be furnished within 5 days of award. Response Location: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than 4:00 p.m. PDT on date indicated on solicitation. Please note that electronic submission will be authorized; see the solicitation document for information and any limitations. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to award. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases
