- THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE 6-MONTH EXTENSION TO DILIGENT CONSULTING, INC. FOR DoD INFORMATION ASSURANCE CERTIFICATION AND ACCREDITATION PROGRAM (DIACAP) SUPPORT AT JBSA RANDOLPH. The Air Force Installation Contracting Agency (AFICA) - 338 SCONS, JBSA-Randolph Air Force Base (AFB), Texas 78150-4302, announces the intent to issue a sole source extension to the ordering period of contract FA3002-11-D-0003 in support of the Air Education Training Command (AETC) DoD Information Assurance Certification and Accreditation Program (DIACAP) to the incumbent contractor, Diligent Consulting, Inc. Award is under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(iii)(B), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. DoD/AF is undergoing a transition from the DIACAP to the National Institute of Standards and Technology (NIST) based Risk Management Framework (RMF) for DoD Information Technology methodology. The extension will allow AETC time to assess the changes caused by this transition and how those changes effect the on-going Certification and Accreditation of AETC Information Systems based on RMF, while also allowing the current contractor to continue processing and transitioning on-going DIACAP packages to RMF without interruption to the certification process. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and a solicitation will not be issued. Interests or concerns submitted in response to this notice must show clear and convincing evidence that competition of this requirement for a 6-month period would be advantageous to the Government. If no such affirming written responses are received a modification will be issued without further notice.
