- RFI N68335-15-R-0016 posted 6 October 2014 Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst Contracts Department intends to solicit on a full and open competitive basis for the procurement of a commercial off-the-shelf (COTS) Instrument Landing Systems (ILS). ILS is a ground-based instrument approach system that provides precision lateral and vertical guidance to an aircraft approaching and landing on a runway, using a combination of radio signals and, in many cases, high-intensity lighting arrays to enable a safe landing during instrument meteorological conditions (IMC), such as low ceilings or reduced visibility due to fog, rain, or blowing snow. ILS ground stations will be installed at 31 Navy and Marine Corps sites. The ILS shall meet International Civil Aviation Organization (ICAO) specifications for category II ILS capability. This notice is a follow-up to the Pre-solicitation/Sources Sought notice N68335-15-R-0016 posted on 6 October 2014. For more details regarding this effort, see the Pre-solicitation Notice N68335-15-R-0016 found at Attachment 001 to this notice. NAWCAD Lakehurst intends to award one seven-year, Fixed Price, Indefinite Delivery/Indefinite Quantity type contract with a minimum quantity of one First Article COTS ILS, one First Article ILS Shelter, and one First Article Uninterruptible Power Supply (UPS) to be purchased on the first delivery order. In accordance with the Department of Defense Federal Acquisition Regulation Supplement 217.204(e) all ordering periods in excess of five years shall be placed onto the anticipated contract resulting from this synopsis as option ordering periods. This requirement will be solicited on a full and open competitive basis with award being made to the Lowest Price Technically Acceptable Offeror with acceptable past performance, which may require discussions with the offerors. Further details will be posted with the solicitation. The solicitation and applicable attachments will be posted to the NAVAIR homepage located at http://www.navair.navy.mil/index.cfm (Select "Business Opportunities" then "Open Solicitations") on or about 4 December 2015. Hard copies of the solicitation and amendments will NOT be mailed to the contractors.
